We're very pleased to have with us this morning as part of our WTO consideration our ambassador to the European Union, Jean-Pierre Juneau, who I'm sure many of you have met in Brussels.

I am of course at your disposal to answer questions on this subject, but I would submit for your consideration that the way the EU is portrayed, when it comes to agriculture, may be outdated, since it does not take into account the trend of our reform nor the fact that up to now we have stayed well within our WTO commitments and were ready at Seattle to agree on the agricultural text proposed for the next round of trade negotiations.

6. Believes that the incorporation of environmental considerations into the WTO is also of fundamental importance, and would be minded to consider rejecting a new multilateral trade round if it did not include significant new provisions aimed at safeguarding environmental sustainability. Inter alia, this requires: the incorporation of the precautionary principle into WTO rules; the insulation of Multilateral Environmental Agreements (MEAs) from unwarranted challenge within the WTO; new provisions to facilitate eco-labelling schemes compatible with WTO rules; a closer relationship between the WTO and international environmental bodies, notably UNEP, including submissions from these bodies and from relevant NGOs to WTO dispute settlement panels; and further reflection on the way WTO rules apply to Process and Production Methods (PPMs) as well as the way in which the burden of proof on environmental and public safety matters falls upon importing countries within the WTO;

He reiterated the willingness of the Community to support the implementation of these reforms including through technical assistance and, once IMF lending is resumed, through macro-financial assistance. Both sides agreed that there was considerable potential to boost bilateral trade and to stimulate a much greater inflow of direct investment from the EU into Ukraine and in general to help Ukraine's integration into a wider area of economic cooperation in Europe. The President recalled that the European Summit in Helsinki last December had adopted an EU Common Strategy for Ukraine, noting Ukraine's European aspiration and welcoming Ukraine's pro-European choice. In this regard, Mr Patten underlined the importance of using the potential of the PCA to deepen political and economic ties with the Union and to prepare Ukraine for accession to the WTO. He endorsed Ukraine's wish to complete accession to the WTO rapidly and encouraged Mr Yushchenko to persevere in taking the necessary steps. This would also make it possible to envisage in due time discussion on a bilateral free trade area with the EU.
À cet égard, M. Patten a souligné l'importance d'utiliser les possibilités offertes par l'accord de partenariat et de coopération pour approfondir les liens politiques et économiques avec l'Union et préparer l'adhésion de l'Ukraine à l'OMC. Il a approuvé le souhait de l'Ukraine d'adhérer rapidement à l'OMC et a encouragé M. Yushchenko à persévérer pour prendre les mesures nécessaires. Il serait ainsi possible d'envisager, en temps voulu, des discussions concernant une zone bilatérale de libre échange avec l'UE.

The US and EU are committed to working with our partners to engage the WTO and ILO in a constructive dialogue, including consideration or the relationship between core labour standards, further liberalisation, trade policy and social development, in order to foster understanding and consensus.
Les États-Unis et l'UE sont déterminés à coopérer avec nos partenaires pour engager l'OMC et l'OIT dans un dialogue constructif, qui doit porter notamment sur l'examen des relations entre les normes fondamentales du travail, les progrès de la libéralisation, la politique commerciale et le développement social, et cela afin de stimuler la compréhension mutuelle et le consensus.
