I. whereas talks have started between the main Bosnian political forces with a view to amending the constitution following the Brussels talks of 12-13 November 2005 and the Washington Declaration of 21 November 2005 in consultation with the US Institute for Peace; whereas these talks, due to end by next March, must lead to a constitutional model that overcomes ethnic divisions and recognises individual rights instead of collective rights of sovereign ethnic camps in order to recreate the conditions for a genuine inter-ethnic, inter-cultural and inter-religious society,
I. considérant que des pourparlers ont été engagés entre les principales forces politiques bosniaques en vue d'amender la Constitution à la suite des négociations de Bruxelles des 12 et 13 novembre 2005 et de la Déclaration de Washington du 21 novembre 2005, en consultation avec l'Institut pour la paix des États‑Unis, que ces pourparlers, qui doivent s'achever en mars prochain, doivent déboucher sur un modèle constitutionnel qui surmonte les divisions ethniques et reconnaisse les droits individuels plutôt que les droits collectifs des camps ethniques souverains, afin de recréer les conditions d'une véritable société interethnique, interculturelle et interreligieuse,

3. Takes the view that the new charter must overcome ethnic divisions and adopt the European principles of a representative democracy based on individual rights and civil liberties regardless of ethnicity and religion;

More specifically, it should try to contribute to reducing the tensions arising from the conflict and preventing a resumption of hostilities, promote a better understanding that it is in the interest of each party to cooperate rather than to try systematically to put obstacles in the way of any undertaking by a neighbour, contribute to restoring confidence and dialogue, and overcome ethnic divisions and hatreds.
Il devrait plus particulièrement chercher à contribuer à réduire les tensions nées du conflit et prévenir une reprise des hostilités, favoriser une meilleure prise de conscience des intérêts qu'a chaque partie à coopérer plutôt qu'à chercher à mettre systématiquement des obstacles à ce qu'entreprend le voisin, contribuer à restaurer la confiance et le dialogue, dépasser les clivages ethniques et les haines.
