The European standardisation organisations, the European Telecommunications Standards Institute (ETSI) and the European Committee for Standardisation (CEN), have developed common standards for the deployment of a pan-European eCall service, which should apply for the purposes of this Regulation, as this will facilitate the technological evolution of the eCall in-vehicle service, ensure the interoperability and continuity of the service throughout the Union, and reduce the costs of implementation for the Union as a whole.
Les organismes européens de normalisation, l'Institut européen des normes de télécommunications (ETSI) et le Comité européen de normalisation (CEN), ont élaboré des normes communes pour le déploiement d'un service eCall paneuropéen qui devraient s'appliquer aux fins du présent règlement, car cela facilitera l'évolution technologique du service eCall embarqué, garantira l'interopérabilité et la continuité du service dans l'ensemble de l'Union et diminuera les frais de mise en œuvre pour toute l'Union.

(14) Les organismes européens de normalisation, l’ETSI et le CEN, ont élaboré des normes communes pour le déploiement d’un service eCall paneuropéen qui devraient s’appliquer aux fins du présent règlement, car cela facilitera l’évolution technologique du service embarqué eCall, garantira l’interopérabilité et la continuité du service dans l’ensemble de l’Union et diminuera les frais de mise en œuvre pour toute l’Union.

3. The Member States should commit to the implementation of the pan-European eCall, as specified in the Final Report of the eCall Driving Group, and in particular to its deployment plan which inter alia calls for immediate signature of the eCall MoU, for roll-out of the necessary PSAP infrastructure by mid-2009 and conducting field tests including assessment of performance in the time frame 2007-2009.
3. Les États membres devraient œuvrer à la mise en place du système paneuropéen eCall, ainsi que le «eCall Driving Group» l'indique dans son rapport final, et notamment à son plan de déploiement dont l'application requiert, entre autres, la signature immédiate du protocole d'accord sur eCall, la création des infrastructures nécessaires pour les PSAP d'ici la mi-2009 et l'exécution des essais en situation réelle, y compris une évaluation des performances d'ici 2007-2009.
