In view of the conclusions reached above with regard to the failure of Belize, Cambodia, Fiji, Guinea, Panama, Sri Lanka, Togo and Vanuatu to discharge the duties incumbent upon them under international law as flag, port, coastal or market State and to take action to prevent, deter and eliminate IUU fishing, those countries should be notified, in accordance with Article 32 of the IUU Regulation, of the possibility of being identified as countries the Commission considers to be non-cooperating third countries in fighting IUU fishing.
