It is not at all out of the question that you would have the powers of a panel reviewing an existing industry that is either changing its operations or relocating for whatever reason, and that industry would then be subjected to the powers of the panel, meaning the investigative powers for the production of documents, papers, and the requirement that a witness must answer all questions in conducting that review by that panel.
