Stresses the importance, at the end of each election observation mission, of drawing up realistic and achievable recommendations in cooperation with other international actors, where applicable, with the dissemination and monitoring of these recommendations to be carried out by EU Delegations; considers that Parliament's standing delegations and the joint parliamentary assemblies should play an enhanced role in following up these recommendations and analysing progress with regard to human rights and democracy; supports, therefore, the promotion of a sustainable and regular dialogue with these third country parliaments; underlines the need to improve the working methodology of European Parliament election observation delegations and to take care to enhance the skills of the participating MEPs and personnel;
44. souligne l'importance de formuler, à la fin de chaque mission d'observation des élections, des recommandations réalistes et viables, le cas échéant en collaboration avec d'autres acteurs internationaux, qui soient diffusées et contrôlées par les délégations de l'Union; estime que les délégations permanentes du Parlement et les assemblées parlementaires paritaires devraient jouer un rôle accru dans le suivi de ces recommandations et l'analyse des progrès en matière de droits de l'homme et de démocratie; soutient, dès lors, la promotion d'un dialogue durable et régulier avec les parlements de ces pays tiers; souligne la nécessité d'améliorer la méthode de travail des délégations d'observation du Parlement européen et de veiller à améliorer les compétences du personnel et des parlementaires qui participent à ces missions;

1. For the period of the 2009-2014 parliamentary term remaining at the date of entry into force of this Article, and by way of derogation from Articles 189, second paragraph, and 190(2) of the Treaty establishing the European Community and Articles 107, second paragraph, and 108(2) of the Treaty establishing the European Atomic Energy Community, which were in force at the time of the European Parliament elections in June 2009, and by way of derogation from the number of seats provided for in the first subparagraph of Article 14(2) of the Treaty on European Union, the following 18 seats shall be added to the existing 736 seats, thus provisionally bringing the total number of members of the European Parliament to 754 until the end of the 2009-2014 parliamentary term:
1.
