It specifically aims to raise awareness among the Moroccan population (including opinion-makers, parliamentarians and leaders of industry) of the culture of equality, to improve the legal protection of women, to mainstream gender issues into the different institutions and organisations, and to strengthen the conditions for women's participation in political governance and public life in general on an equal footing with men.

A further €35 million will be used for implementation of the Moroccan government’s recently adopted Agenda for Equality between Women and Men, mainly by mounting information campaigns (including opinion-makers, parliamentarians and leaders of industry) and creating the conditions for women's participation in political governance and public life in general on an equal footing with men.

Regrets the attacks on the freedom of press and information that many European journalists have suffered and demands that the Kingdom of Morocco permit free access to, and free movement in, Western Sahara for the press, independent observers and humanitarian organisations; deplores the ban imposed by the Moroccan authorities on entry to Western Sahara for parliamentarians, journalists, the media and independent observers;
5. regrette les atteintes à la liberté de la presse et de l'information auxquelles ont été exposés de nombreux journalistes européens, et demande au Royaume du Maroc d'autoriser la presse, les observateurs indépendants et les organisations humanitaires à accéder librement au Sahara occidental et à y circuler en toute liberté; déplore l'interdiction d'accès au Sahara occidental imposée par les autorités marocaines pour les députés, les journalistes, les médias et les observateurs indépendants;

Deplores the attacks on freedom of the press and freedom of information which many European journalists have suffered, and calls on the Kingdom of Morocco to permit free access and free movement in Western Sahara for members of the press, independent observers and humanitarian organisations; deplores the fact that the Moroccan authorities have prevented parliamentarians, journalists and other media representatives and independent observers from entering Western Sahara;
16. regrette les actions contre la liberté de presse et d'information dont sont victimes de nombreux journalistes européens et demande au Royaume du Maroc d'autoriser le libre accès et la libre circulation des journalistes, des observateurs indépendants et des organisations humanitaires au Sahara occidental; déplore l'interdiction d'entrée des députés, des journalistes, des médias et des observateurs indépendants au Sahara occidental par les autorités marocaines;

3. Urges the setting-up, under the aegis of the United Nations, of an independent and transparent committee of inquiry with a mandate to establish the responsibilities of the various parties for triggering the aforementioned events, and to indicate what casualties occurred; is astonished that European parliamentarians and journalists were refused access to Western Sahara and calls on the Moroccan authorities to allow the press and nongovernmental organisations access to the region and freedom of movement there;
