The organic laws should be adopted on the basis of procedures which are democratic, entailing participation by the European Parliament under the codecision procedure, effective, entailing a stipulation that the unanimity rule may not be invoked, and formal, entailing a central decision-making role for the Council meeting at the level of the Heads of State or Government; accordingly, the procedure chosen for the adoption of these laws should be the basic procedure laid down for the adoption of legislative acts under the codecision procedure, subject to the following changes:
