Definition: States of subjective distress and emotional disturbance, usually interfering with social functioning and performance, arising in the period of adaptation to a significant life change or a stressful life event. The stressor may have affected the integrity of an individual's social network (bereavement, separation experiences) or the wider system of social supports and values (migration, refugee status), or represented a major developmental transition or crisis (going to school, becoming a parent, failure to attain a cherished personal goal, retirement). Reiterates the importance of Cohesion Policy as the Union’s main investment instrument, playing a central role in fighting the crisis, reducing imbalances and engaging the EU and its regions on a path of sustainable growth; underlines the special role of the European Social Fund (ESF) in supporting social investment and implementing the Europe 2020 strategy, in particular by contributing to high levels of sustainable employment and productivity and, at the same time, effectively combating poverty and social exclusion as well as increasing social cohesion; hence underlines the importance of securing sufficient budgetary provisions in the context of the MFF negotiations to the Structural and Investment Funds, noting in particular their key share of investment in areas such as employment, innovation, sustainable development, the low-carbon economy and support to SMEs;
3. rappelle l'importance de la politique de cohésion comme étant le principal instrument d'investissement de l'Union et jouant un rôle central dans la lutte contre la crise, la réduction des déséquilibres et la conduite de l'Union et de ses régions sur le chemin d'une croissance durable; souligne le rôle particulier du Fonds social européen (FSE) dans le soutien à l'investissement social et la mise en œuvre de la stratégie Europe 2020, notamment en contribuant à un niveau élevé d'emploi durable et de productivité tout en luttant de façon efficace contre la pauvreté et l'exclusion sociale et en améliorant la cohésion sociale; souligne par conséquent l'importance de garantir, dans le contexte des négociations relatives au cadre financier pluriannuel, des dotations budgétaires suffisantes pour les fonds structurels et d'investissement, en tenant plus particulièrement compte de leur participation clé aux investissements dans des domaines tels que l'emploi, l'innovation, le développement durable, l'économie à faibles émissions de carbone et le soutien aux PME;

18. Stresses the need to support social enterprises through sufficient financial means at local, regional, national and EU level, and points to the relevant funds under the Multiannual Financial Framework 2014-2020 (such as European Social Fund, the European Regional Development Fund, the Agricultural Fund for Rural Development, the Programme for Social Change and Innovation, the Programme for Research and Innovation, as well as Horizon 2020); explicitly asks support for innovative social enterprises, in particular those promoting quality employment, combating poverty and social exclusion and investing in education, training and life-long learning;
18. souligne qu'il est nécessaire de soutenir les entreprises sociales en leur octroyant des moyens financiers suffisants au niveau local, régional, national et de l'Union, en précisant les fonds concernés relevant du cadre financier pluriannuel 2014-2020 (comme le Fonds social européen, le Fonds européen de développement régional, le Fonds européen agricole pour le développement rural, le programme pour le changement social et l'innovation sociale ainsi que le programme Horizon 2020; réclame expressément un soutien pour les entreprises sociales innovantes, en particulier celles qui encouragent l'emploi de qualité, qui combattent la pauvreté et l'exclusion sociale et qui investissent dans l'éducation, la formation et l'apprentissage tout au long de la vie;
