Calls for the establishment of special zones in respect of ecologically sensitive and navigationally difficult areas in the Baltic, in particular the Cadet Channel, the Skagerrak/Kattegatt, the Great Belt and the Sound, which may no longer be traversed by ocean-going vessels, primarily oil tankers, without a pilot, and calls on the Commission and the Member States to take the necessary steps to that end in the competent international bodies, in particular the IMO; in this context, views the designation of these areas as a 'particularly sensitive sea area' - PSSA - as a possible measure;

Such areas may include those designated under international conventions designed to protect the marine environment as well as Particularly Sensitive Areas (PSSA's) recognised by the International Maritime Organisation (IMO) because of their ecological, economic, cultural or scientific significance and their vulnerability to harmful impacts of shipping activities.

Recognises the fact that the EU has only limited power to control ships in transit through its waters; therefore calls on the Council to act quickly to grant the Commission the mandate to negotiate on behalf of all 15 Member States within the International Maritime Organisation, with particular regard to the establishment of more stringent rules on Port State Control in third countries, the development of a Flag State audit procedure aimed at combating flags of convenience, as defined by the Paris Memorandum of Understanding, and the proper implementation of compulsory shipping routes and pilotage and the restriction of shipping in designated Particularly Sensitive Sea Areas in order to protect sensitive coastlines; given the slow process of decision-making at IMO level, calls on the Commission simultaneously to initiate bilateral negotiations with key third countries with a view to improving the safety of ships in transit through EU waters;
5. reconnaît que l'UE ne dispose que d'une compétence limitée pour contrôler les navires en transit au large des côtes européennes; invite par conséquent le Conseil à agir rapidement afin de confier à la Commission un mandat l'habilitant à mener, au nom des quinze États membres, des négociations au sein de l'Organisation maritime internationale (OMI), en ce qui concerne notamment l'établissement de normes plus strictes pour le contrôle par l'État du port dans les pays tiers, l'instauration d'une procédure d'audit des États du pavillon visant à lutter contre l'utilisation de pavillons de complaisance, tels qu'ils sont définis par le mémorandum de Paris, la mise en place de routes maritimes et de pilotages obligatoires et la limitation de la navigation dans certaines zones particulièrement sensibles en vue de protéger les zones côtières qui le requièrent; étant donné la lenteur du processus de décision de l'OMI, invite la Commission à engager simultanément des négociations bilatérales avec les principaux pays tiers en vue de renforcer la sécurité des navires qui transitent par les eaux européennes;
