On the one hand, authorship and intellectual property of researchers and their organisations have to do with recognition as the first to have made a scientific discovery or finding, typically through authorship of a publication. On the other hand, they concern recognition of the creative process and potential (shared) economic rights derived from it, where new findings may give rise to innovations and inventions for which a patent may then be sought.
Par la notion de qualité d'auteur et de propriété intellectuelle des chercheurs et de leurs organisations, il faut entendre, d’une part, la reconnaissance d’avoir effectué une découverte scientifique ou d’en avoir eu connaissance en premier, habituellement documentée au moyen d’un travail d’auteur dans une publication et, d’autre part, la reconnaissance du processus créatif ainsi que, le cas échéant, les droits d’exploitation (totale ou partielle) issus de ce processus, au cours duquel des innovations et des découvertes sont peut-être nées de nouvelles connaissances et font souvent l’objet d’une demande de protection par brevet.

– (IT) Madam President, whilst, on the one hand, I applaud the objective achieved by Europe of equipping itself – after many years – with an important instrument such as the patent, which will finally allow the European Union to compete on level terms with other territorial organisations, I must also express my great regret that this result has been achieved to the detriment of other areas, like Italy, which has been a perennial advocate of strengthening the role of the Union.
– (IT) Madame la Présidente, tout en saluant, d’une part, l’objectif atteint par l’Europe de se doter – après de nombreuses années – d’un instrument aussi important que le brevet, qui permettra enfin à l’Union européenne de concurrencer d’autres organisations territoriales sur le même pied d’égalité, je regrette beaucoup, d’autre part, que ce résultat ait été obtenu au détriment d’autres régions, comme l’Italie qui a toujours plaidé pour renforcer le rôle de l’Union.
