Draws attention to the problem of the precarious financing situation in Heading 4 resulting from needs in Kosovo and Palestine that could not be foreseen when the MFF was established; believes that this problem can only be addressed through a comprehensive revision of the MFF leading to increases in the Heading 4 ceiling for the period 2009-2013; points out that the thematic programme "Investing in People" needs to serve a great number of policies and programme priorities and that, among these priorities, health has seen a reduction in spending since 2003-2006, and annual allocations for 2007 and 2008 have not reached their annual average, as programmed for the period 2007-2013;

Following the adoption by Parliament on 11 July 2007 of its position at second reading with regard to the Council common position for adopting a decision of the European Parliament and of the Council establishing for the period 2007-2013 the Specific Programme "Civil Justice" as part of the General Programme "Fundamental Rights and Justice" (2005/0040(COD)) Council decided to apply the agreement reached between the Parliament, the Council and the Commission as regards the committee procedure in the case of the specific programme "Civil Justice" also to the specific programme "Drugs prevention and information" and amended its draft common position accordingly.
Après que le Parlement européen a adopté le 11 juillet 2007 sa position en deuxième lecture relative à la position commune du Conseil en vue de l'adoption de la décision du Parlement européen et du Conseil établissant pour 2007-2013 le programme spécifique "Justice civile" dans le cadre du programme général "Droits fondamentaux et justice" (2005/0040(COD)), le Conseil a décidé d'appliquer au programme "Prévenir la consommation de drogue et informer le public" l'accord conclu entre le Conseil, la Commission et le Parlement européen concernant la procédure de comité prévue par le programme "Justice civile" et a modifié son projet de position commune en conséquence.

This Decision is designed to form part of a coherent framework, which also includes Decision No 574/2007/EC of the European Parliament and of the Council of 23 May 2007 establishing the External Borders Fund for the period 2007-2013 as part of the General programme ‘Solidarity and Management of Migration Flows’ , Decision No 575/2007/EC of the European Parliament and of the Council of 23 May 2007 establishing the European Return Fund for the period 2008-2013 as part of the General programme ‘Solidarity and Management of Migration Flows’ , and Council Decision 2007/./EC of.establishing the European Fund for the Integration of Third-country Nationals for the period 2007-2013 as part of the General programme ‘Solidarity and Management of Migration Flows’ , which aims to address the issue of fairly sharing responsibilities between Member States as concerns the financial burden arising from the introduction of integrated management of the European Union's external borders and from the implementation of common policies on asylum and immigration, as developed in accordance with Title IV of Part Three of the Treaty.
La présente décision est conçue pour s'inscrire dans un cadre cohérent qui inclut également la décision no 574/2007/CE du Parlement européen et du Conseil du 23 mai 2007 portant création du Fonds pour les frontières extérieures pour la période 2007-2013 dans le cadre du programme général «Solidarité et gestion des flux migratoires» , la décision no 575/2007/CE du Parlement européen et du Conseil du 23 mai 2007 portant création du Fonds européen pour le retour pour la période 2008-2013 dans le cadre du programme général «Solidarité et gestion des flux migratoires» et la décision 2007/./CE du Conseil du . portant création du Fonds européen pour l'intégration des ressortissants de pays tiers pour la période 2007-2013 dans le cadre du programme général «Solidarité et gestion des flux migratoires» , et qui a pour objectif de traiter la question du partage équitable des responsabilités entre États membres au regard de la charge financière découlant de l'introduction d'une gestion intégrée des frontières extérieures de l'Union européenne et de la mise en œuvre des politiques communes d'asile et d'immigration, élaborées conformément à la troisième partie, titre IV, du traité.
