Definition: In many cases, a disturbance of sleep is one of the symptoms of another disorder, either mental or physical. Whether a sleep disorder in a given patient is an independent condition or simply one of the features of another disorder classified elsewhere, either in this or in others, should be determined on the basis of its clinical presentation and course as well as on the therapeutic considerations and priorities at the time of the consultation. Generally, if the sleep disorder is one of the major complaints and is perceived as a condition in itself, the present code should be used along with other pertinent diagnoses describing the psychopathology and pathophysiology involved in a given case. This category includes only those sleep disorders in which emotional causes are considered to be a primary factor, and which are not due to identifiable physical disorders classified elsewhere.
Définition: Dans de nombreux cas, une perturbation du sommeil est l'un des symptômes d'un autre trouble mental ou physique. Calls on the Council to enhancethe role of the Human Rights Unit of its General Secretariat by allowing it to be involved in the conduct of the political dialogues, including the dialogues and consultations based on cooperation agreements under the responsibility of the Commission, and to set up, withinits Human Rights Unit, a permanent coordination system for each structured human rights dialogue or consultation, in order to ensure the innovativeness of the dialogue and consultation topics, the selection of relevant participants and continuity, proceeding on the basis that such coordination should contribute to the establishment of bilateral networks of organisations, institutions and academics between Europe and the country in question, so as to ensure the requisite mainstreaming of human rights and democracy in all EU policies, especially following the reforms of the financial instruments for external EC aid; calls, to that end, for the necessary steps to be taken to enable the unit to perform the above tasks, including an increase in financial resources and personnel;

Calls on the Commission to carry out an in-depth study on a European map of cultural industries to be submitted to the European Parliament and the Council, which will concentrate on cultural, economic, legal, technological and educational aspects, also paying attention to the implications linked to the enlargement of the EU; believes that the map should contain data on employment, intellectual property rights, index of competitiveness, new products and exports; also believes that the map should be submitted to the appropriate professional bodies and associations for a permanent consultation;

To this end, the Executive Director should prepare a proposal for the Agency's work programme, after prior consultation of the Commission and of the Permanent Stakeholders' Group, and take all necessary steps to ensure the proper accomplishment of the working programme of the Agency, should prepare each year a draft general report to be submitted to the Management Board, should draw up a draft statement of estimates of revenue and expenditure of the Agency and should implement the budget.
