(8b) In order to ensure a proper balance amongst the different staff components of the EEAS and in accordance with Council Decision 2010/427/EU, when the EEAS has reached its full capacity, personnel from the diplomatic services of the Member States appointed as temporary agents should represent at least one third of all EEAS staff at AD level and Union officials should represent at least 60% of all EEAS staff at AD level. This should include staff coming from the diplomatic services of the Member States who have become permanent officials of the Union in accordance with the provisions of the Staff Regulations.

Concerning OLAF (Section III- Commission - S 02 02 — European Anti-Fraud Office, the Commission is proposing an additional 20 permanent AD posts, as the Office now has the opportunity to bring the adaptation of its establishment plan to an end by recruiting the corresponding number of laureates as permanent officials. As a reminder, the budget authority had transformed a large number of permanent posts into temporary posts in 2003. An agreement was reached in 2007 to launch external and internal competitions to facilitate the recruitment of OLAF temporary agents as officials.

9. When the EEAS has reached its full capacity, staff from Member States, as referred to in the first subparagraph of paragraph 2, should represent at least one third of all EEAS staff at AD level. Likewise, permanent officials of the Union should represent at least 60 % of all EEAS staff at AD level, including staff coming from the diplomatic services of the Member States who have become permanent officials of the Union in accordance with the provisions of the Staff Regulations.
9. all staff of the EEAS should have the same permanent or temporary status and the same rights and obligations irrespective of their origin, for example, there should be no difference between temporary and permanent officials as regards their duties or their position in the organisation chart; by virtue of their different origins, the status of temporary staff should be subject to the Staff Regulations of Officials of the EU, with the proviso that the authorities of origin second them to work at the EEAS in the interests of the service;

In duly substantiated cases, co-financing of the project as regards the contribution from the final beneficiary and the partners in the project may be made up in part of contributions in terms of work carried out by permanent officials employed by these bodies and involved in the project.
