The Commission proposes a new mandatory exception, which would require all Member States to permit research organisations acting in the public interest – such as universities and research institutes – to carry out text and data mining of copyright protected content to which they have lawful access, for example scientific publications they have subscribed to, without the need of a prior authorisation.
La Commission propose une nouvelle exception obligatoire, qui imposerait à tous les États membres de permettre aux organismes de recherche agissant dans l’intérêt public, tels que les universités et les instituts de recherche, d’appliquer les techniques d’exploration de textes et de données aux contenus protégés par le droit d’auteur auxquels ils ont légalement accès, par exemple les publications scientifiques auxquelles ils sont abonnés, sans devoir demander d’autorisation préalable.

Therefore, some concentration and specialisation is necessary to permit the emergence of both European centres of excellence competitive on the global scale and a rich network of universities and public research organisations across the entire EU which excel in addressing research and training needs at national, regional and sectoral levels.

It is appropriate to facilitate the admission of researchers by establishing an admission procedure which does not depend on their legal relationship with the host research organisation and by no longer requiring a work permit in addition to a residence permit.
