Where money has been paid to a public officer for any purpose that has not been fulfilled and the money has been paid into the Consolidated Revenue Fund, the money paid, less the sum referred to in subsection 20(2) of the Act, must be repaid to the person who paid it, unless that person cannot be identified or located.
