– (PT) I wish to congratulate Mr Pirker on the excellent report he has produced on the communication from the Commission to the Council and the European Parliament entitled ‘Towards integrated management of the external borders of the Member States of the European Union’ which I fully support, in particular with regard to the aptness of creating a European Corps of Border Guards. Whilst not replacing the national authorities responsible for managing their external borders, this would enable them to work together to ensure the internal security of the Union and the implementation of the principle of freedom of movement.

Hubert Pirker pour le rapport d'excellente qualité qu'il a rédigé sur la communication de la Commission au Conseil et au Parlement européen "Vers une gestion intégrée des frontières extérieures des États membres de l'Union européenne" et qui mérite mon soutien, notamment à l'égard de la pertinence de la création d'un corps européen de gardes-frontières, qui, sans se substituer aux autorités nationales responsables de la gestion de leurs frontières extérieures respectives, permettrait une collaboration aux fins de garantir la sécurité intérieure de l'Union et l'application du principe de libre circulation.

The fact that I have been given the opportunity to speak on this particular day is all the more appropriate given that your Parliament is being called to vote on two reports, which are of a very high quality and which are particularly important for our future work in the Justice and Home Affairs Council: Mr Pirker's report on the Commission communication on a Community immigration policy and Mr Evans's report on the Commission communication on a common asylum procedure and a uniform status, valid throughout the Union, for persons granted asylum.
L'occasion qui m'est donnée de m'exprimer aujourd'hui est d'autant plus indiquée dans la mesure où votre Parlement sera amené à se prononcer sur deux rapports de très grande qualité et particulièrement importants pour la suite de nos travaux au sein du Conseil "Justice et affaires intérieures", à savoir le rapport de M. Pirker, sur la communication de la Commission sur une politique communautaire en matière d'immigration, et le rapport de M. Evans, sur la communication de la Commission sur une procédure d'asile commune et un statut uniforme dans toute l'Union pour les personnes qui se voient accorder l'asile.
