As a result, changes should be made in the areas of financial sector reform, fiscal policy and structural reforms, in particular with regard to: (i) providing an updated plan for the gradual relaxation of external restrictions, which the authorities commit to starting only after the successful completion of the comprehensive assessment and a smooth transition to the Single Supervisory Mechanism (SSM); (ii) further measures to strengthen the banks' management of non-performing loans; (iii) a requirement to conclude the follow-up on the 2013 audit regarding individual financial institutions, impose sanctions if applicable, and make the final decision public; (iv) the provision of further measures to improve the Cooperative Group's operational capacity; (v) the adoption by the Council of Ministers of the new comprehensive framework establishing appropriate corporate and personal insolvency procedures, as well as the adoption by the House of Representatives of the amendments to the legal framework in relation to foreclosures of mortgaged properties (those are two prior actions), with details on the required elements of those two new frameworks; (vi) a revision of the 2014 primary fiscal deficit target of no more than EUR 210 million (1,3 % of GDP) to reflect the fiscal performance in the first half of 2014, the submission of a proposal ensuring the fiscal neutrality of the welfare system reform and the achievement of the 2015 fiscal deficit target, while the primary surplus target for 2017 was revised down to 2,5 % of the GDP in order to smooth the fiscal adjustment over 2017-2018; (vii) the setting of further steps to operationalise the privatisation process in the Cyprus Ports Authority and the Electricity Authority of Cyprus; (viii) the appointment of the new Commissioners and the two Assistant Commissioners of the new tax department, the establishment of a common taxpayer database, and the adoption of necessary regulations to make the enhanced collection powe ...

(8) considérant que la Commission a mis en oeuvre un programme européen sur la qualité de l'air, les émissions produites par le trafic routier, les carburants et les techniques des moteurs (programme Auto-oil) afin de satisfaire aux exigences de l'article 4 de la directive 94/12/CE; que la Commission a mis en oeuvre le projet APHEA qui évalue à 0,4 % du PIB de l'Union européenne le coût externe de la pollution de l'air due aux véhicules à moteur; que des estimations plus approfondies établissent ce coût à 3 % du PIB de l'Union européenne; que la Commission a mis en oeuvre le plan d'action «La voiture de demain» destiné à promouvoir la voiture de l'avenir qui sera propre, sûre, économique et «intelligente»; que ce plan d'action prévoit des mesures communautaires d'encouragement de la R D visant à la mise au point de voitures propres et que ni les efforts de R D entrepris dans le cadre du plan «La voiture de demain» ni la compétitivité de la R D communautaire dans le secteur automobile ne sauraient être compromis; que l'industrie automobile et l'industrie pétrolière européennes ont mis en oeuvre le programme européen sur les émissions, les carburants et les technologies des moteurs (EPEFE) pour déterminer quelle pourrait être la contribution des véhicules du futur et des carburants qui les propulseront; que les programmes Auto-oil et EPEFE ont pour but de garantir que les propositions de directives sur les émissions polluantes recherchent les solutions les meilleures à la fois pour les citoyens et pour l'économie; qu'une action de la Communauté s'impose d'urgence en prévision des étapes 2000 et 2005; qu'il est apparu clairement qu'une amélioration supplémentaire des techniques antipollution des véhicules automobiles était nécessaire pour atteindre en l'an 2010 les objectifs de qualité de l'air décrits dans la communication de la Commission sur le programme Auto-oil;

GOVERNMENT ORDERS Notice having been given at a previous sitting under the provisions of Standing Order 78(3), Mr. Boudria (Leader of the Government in the House of Commons), seconded Mrs. Stewart (Minister of Indian Affairs and Northern Development), moved, That in relation to Bill C-2, An Act to establish the Canada Pension Plan Investment Board and to amend the Canada Pension Plan and the Old Age Security Act and to make consequential amendments to other Acts, not more than one further sitting day shall be allotted to the consideration of the report stage of the bill and one sitting day shall be allotted to the third reading stage of the said bill; and That, fifteen minutes before the expiry of the time ordinarily provided for government business on the day allotted to the consideration of the report stage and on the day allotted to the third reading stage of the said bill, any proceedings before the House shall be interrupted, if required for the purpose of this Order, and in turn every question necessary for the disposal of the stage of the bill then under consideration shall be put forthwith and successively without further debate or amendment.

Boudria (leader du gouvernement à la Chambre des communes), appuyé par M Stewart (ministre des Affaires indiennes et du Nord canadien), propose, Que relativement au projet de loi C-2, Loi constituant l'Office d'investissement de régime de pensions du Canada et modifiant le Régime de pensions du Canada, la Loi sur la sécurité de la veillesse et d'autres lois en consequence, au plus un jour de séance supplémentaire soit accordé aux délibérations à l'étape du rapport et un jour de séance soit accordé aux délibérations à 1'étape de la troisième lecture et Que 15 minutes avant 1'expiration du temps normalement prévu pour les affaires émanant du gouvernement au cours du jour de séance attribué pour l'étude à l'étape du rapport et au cours du jour de séance attribué pour l'étape de la troisième lecture de ce projet de loi, toute délibération devant la Chambre soit interrompue, s'il y a lieu, aux fins de cet ordre et, par la suite, toute question nécessaire pour disposer de 1'étape à l`étude à ce moment soit mise aux voix immédiatement et successivement, sans plus ample débat ni amendement.
