The economic recovery which started in the EU in the spring of 2013 remains subdued and recent GDP forecasts for the EU have been revised down. However, despite the weak macroeconomic background, employment has shown a small but consistent growth in the EU since mid-2013, according to the latest Employment and Social Situation Quarterly Review. Employment has increased in the large majority of EU Member States, including in countries with very high unemployment rates such as Greece, Spain and Portugal.

Calls on the VP/HR and the Member States to work together to develop a clear strategy for how the EU will, both publicly and privately, actively push for the release of the imprisoned activists prior to the EU-GCC ministerial meetings due to take place in Bahrain in mid-2013, and in this connection calls on the VP/HR to work with the Member States to ensure the adoption of Foreign Affairs Council conclusions on the human rights situation in Bahrain, which should include a specific call for the immediate and unconditional release of the imprisoned activists;
18. invite la VP/HR et les États membres à œuvrer ensemble à élaborer une stratégie claire sur la manière dont l'Union européenne fera activement pression, tant au niveau public que privé, pour la libération des militants emprisonnés, avant les réunions entre l'Union et le CCG qui doivent avoir lieu à Bahreïn à la mi-2013, et demande, à cet égard, à la VP/HR d'œuvrer avec les États membres pour garantir l'adoption de conclusions du Conseil "affaires étrangères" sur la situation des droits de l'homme à Bahreïn, qui devraient inclure un appel spécifique à la libération immédiate et sans condition des militants emprisonnés;

The Council and the European Parliament are aware that a draft amending budget may possibly be required as early as mid-2013.
