[23] In Asia a series of regional planning meetings culminated in a ministerial conference in Bali, Indonesia in September 2001. The meeting issued a Ministerial Declaration: "Recognising that all countries, exporting and importing, have a role and responsibility in combating forest crime, in particular the elimination of illegal logging and associated illegal trade" (Annex 3).

The purpose of reducing the maximum time allowed for processing export authorization requests is to speed up administrative and bureaucratic procedures and enable exporters in the sector to plan their activities more effectively.

There are also linkages between the policies developed for internal security within the European Union and their international dimensions. There are also very close links between the Action Plan and the Global Initiative to Combat Nuclear Terrorism. Moreover, the functioning of the EU's export control regime for dual-use items significantly contributes to limiting the access of state and non-state actors to materials which could be used to make chemical, biological or nuclear weapons.
Des liens existent aussi entre les politiques de sécurité intérieure élaborées dans l'Union européenne et leurs dimensions internationales. Ainsi, le plan d'action CBRN de l'UE se trouve en corrélation avec les efforts déployés au niveau mondial pour lutter contre la prolifération des armes de destruction massive. Des liens très étroits ont aussi été établis entre ce plan d'action et l'initiative internationale de lutte contre le terrorisme nucléaire. Le contrôle des exportations des biens à double usage, introduit par l'Union, contribue en outre sensiblement à limiter l'accès des acteurs étatiques et non étatiques à des matières qui pourraient être utilisées pour produire des armes chimiques, biologiques ou nucléaires. La Commission dirige la manœuvre dans ce secteur.

The main provision in this regard is the requirement that a Party that plans to export a chemical that is banned or severely restricted for use within its territory, must inform the importing Party that such export will take place, before the first shipment and annually thereafter (the so-called “export notification” procedure) until the chemical becomes subject to the PIC procedure and the importing party has provided an import response for the chemical which has been distributed to the Parties.
La principale disposition à cet égard est l’obligation faite à une partie qui prévoit d’exporter un produit chimique qui est interdit ou dont l’utilisation est strictement réglementée sur son territoire d’en informer la partie importatrice avant la première expédition et tous les ans par la suite (ce qui correspond à la « notification d’exportation ») jusqu’à ce que le produit chimique soit soumis à la procédure PIC et que la partie importatrice ait donné sa réponse concernant l’importation du produit, réponse qui aura été diffusée aux parties.
