HAVE DECIDED to establish a European Union and to this end have designated as their Plenipotentiaries:

Is seriously concerned about the general rise in racist, xenophobic, anti-Semitic and homophobic intolerance in Poland, partly fuelled by religious platforms such as Radio Maryja, which has also been criticised by the Vatican for its anti-Semitic discourse; believes that the EU should take appropriate measures to express its concerns and notably to address the issue of the participation in the government of the League of Polish Families, whose leaders incite people to hatred and violence; reminds Poland of its commitments and obligations under the Treaties, in particular Article 6 of the EU Treaty, and the possible sanctions in the event of non-compliance; urges the Polish government in this context to reconsider the abolition of the Office of the Plenipotentiary for Equal Status; requests the European Monitoring Centre on Racism and Xenophobia to conduct an inquiry into the emerging climate of racist, xenophobic and homophobic intolerance in Poland and the Commission to verify if the actions and declarations of the Polish Minister of Education are in conformity with Article 6 of the EU Treaty;
4. se déclare profondément préoccupé par la montée générale de l'intolérance raciale, xénophobe, antisémite et homophobe en Pologne, alimentée notamment par des tribunes religieuses telles que Radio Maryja, qui est également critiquée par le Vatican en raison de son discours antisémite; estime que l'Union européenne devrait prendre les mesures qui s'imposent pour exprimer sa préoccupation et, notamment, pour aborder le problème de la participation au gouvernement de la Ligue des familles polonaises, dont les dirigeants incitent les citoyens à la haine et à la violence; rappelle à la Pologne les engagements et obligations qu'elle a contractés en vertu du traité UE, en particulier de son article 6, et les sanctions dont elle est passible en cas de manquement; demande instamment au gouvernement polonais de reconsidérer dans ce contexte la suppression du bureau du plénipotentiaire pour l'égalité de statut; demande à l'Observatoire européen des phénomènes racistes et xénophobes de mener une enquête sur le climat d'intolérance raciale, xénophobe et homophobe qui émerge en Pologne et à la Commission de vérifier si les actions et déclarations du ministre polonais de l'Éducation sont conformes à l'article 6 du traité UE;

Urges the Council and the Commission to actively monitor the human rights situation in Poland as regards the issues highlighted in this resolution, to suggest measures to improve the situation, to immediately assess whether the decision to close the office of the Government Plenipotentiary for Equal Opportunities contravenes EC legislation and notably Directives 2000/43/EC and 2002/73/EC and, if so, to bring Poland before the European Court of Justice;
4. invite instamment le Conseil et la Commission à surveiller de près la situation des droits de l'homme en Pologne concernant les thèmes évoqués dans la présente résolution, à proposer des mesures pour améliorer la situation, à évaluer sans plus attendre si la décision concernant la fermeture du Bureau du plénipotentiaire pour l'égalité entre les sexes enfreint la législation CE et notamment les directives 200/43/CE et 2002/73/CE et, si oui, à traduire la Pologne devant la Cour de justice européenne;
