B. whereas neither this 'referendum' nor its outcome were accepted by the international community, as it was organised in a completely unilateral manner by the repressive regime of Transnistria, thus blocking the possibilities for a negotiated political solution to the conflict in Moldova, and as the suggestive character of the questions and the failure to meet basic requirements for free and fair elections such as freedom of the media, freedom of assembly and political pluralism were considered as predetermining the outcome of the referendum,
B. considérant que ni ce "référendum", ni son résultat, n'ont été acceptés par la communauté internationale puisque ce scrutin avait été organisé de façon entièrement unilatérale par le régime répressif de Transnistrie, gelant par là même la possibilité d'une solution politique négociée au conflit de Moldova, et que le caractère suggestif des questions posées, ainsi que l'absence des conditions fondamentales d'un scrutin libre et impartial (liberté des médias, liberté de réunion et pluralisme politique) ont fait que le résultat de cette consultation était connu d'avance,

Those sectors are voicing concerns, notably on aspects of the reform which they consider would – if the reform were approved – entail an increased concentration of powers in the hands of the President, a weakening of democratic control mechanisms and of the existing institutions and a threat to democratic pluralism.
Ces secteurs expriment des craintes, notamment concernant les aspects de la réforme qui, selon eux, si la réforme était approuvée, entraîneraient une concentration accrue de pouvoirs dans les mains du président, un affaiblissement des mécanismes de contrôle démocratique et des institutions existantes, et une menace pour le pluralisme démocratique.
