TRADUCTIONS EN CONTEXTE

The deadline for doing so was 31 December 2013.The aim of this legislation - which is part of the so-called "Six-Pack" to improve economic governance in the EU - is to ensure that countries strengthen their domestic budgetary frameworks and implicitly the robustness of their fiscal policy ('Budgetary framework' refers to the set of arrangements, procedures, rules and institutions that underlie the conduct of budgetary policies of general government.) The scope of the Directive includes measures such as the timely publication of reliable and detailed fiscal data (which is crucial for budgetary surveillance), introducing national numerical fiscal rules, reinforcing the medium-term budgetary planning or enhancing the reliability and transparency of macroeconomic and budgetary forecasts.
La date limite pour la transposition de la directive était le 31 décembre 2013.L'objectif de cette législation - l'une des mesures du «six-pack» visant à améliorer la gouvernance économique dans l'UE - est d'amener les États membres à renforcer leur cadre budgétaire interne et donc, implicitement, à rendre leur politique budgétaire plus solide (Par «cadre budgétaire», on entend l’ensemble de mesures, de procédures, de règles et d’institutions qui sous-tendent la conduite de la politique budgétaire des administrations publiques.) La directive prévoit notamment la publication en temps utile de données budgétaires fiables et détaillées (essentielles à la surveillance budgétaire), l'introduction de règles budgétaires chiffrées au niveau national, le renforcement de la programmation budgétaire à moyen terme et l'amélioration de la fiabilité et de la transparence des prévisions macroéconomiques et budgétaires.

The report shall reflect, as appropriate: (a) the developments in the medium-term economic position [.]; (b) the developments in the medium-term budgetary positions, including, in particular, the record of adjustment towards the medium-term budgetary objective, the level of the primary balance and developments in primary expenditure, both current and capital, the implementation of policies in the context of the prevention and correction of excessive macroeconomic imbalances, the implementation of policies in the context of the common growth strategy of the Union, and the overall quality of public finances, in particular the effectiveness of national budgetary frameworks; (c) the developments in the medium-term government debt position [.].

complementing the multilateral surveillance system of budgetary policies, as established by Regulation (EC) No 1466/97, with additional monitoring requirements in order to ensure that Union policy recommendations in the budgetary area are appropriately integrated in the national budgetary preparations;

In the exceptional cases where, after consulting the Member State concerned, the Commission identifies in the draft budgetary plan particularly serious non-compliance with the budgetary policy obligations laid down in the SGP, the Commission, in its opinion on the draft budgetary plan, should request a revised draft budgetary plan, in accordance with this Regulation.

- In the event that Council foresees the adoption of a Joint Action that will require during the current financial year increased amounts on the common foreign and security policy budgetary appropriations, the Council will without delay enter into dialogue on that Joint Action with the Parliament with the aim of seeking a solution as a matter of urgency, on a proposal from the Commission, in accordance with the provisions of the Interinstitutional Agreement.

A more symmetrical approach to fiscal policy over the cycle through enhanced budgetary discipline in economic good times should be achieved, with the objective to avoid pro-cyclical policies and to gradually reach the medium-term budgetary objective.
Il conviendrait d’adopter une approche plus symétrique en matière de politique budgétaire sur l’ensemble du cycle, par le biais d’une discipline budgétaire renforcée en période de conjoncture économique favorable, afin d’éviter les politiques procycliques et de réaliser progressivement l’objectif à moyen terme.
