RESOLUTION ON YOUNG DRIVERS "THE COUNCIL OF THE EUROPEAN UNION, AND THE REPRESENTATIVES OF THE GOVERNMENTS OF THE MEMBER STATES, MEETING WITHIN THE COUNCIL Having regard to the Resolution of the European Parliament of 12 March 1993 on a Community programme for action on road safety (1), which recognizes the need for a new, improved campaign of assistance for young inexperienced drivers and calls on the Commission to devote special attention to them; Whereas in its communication for an action programme on road safety the Commission states that it will examine, on the basis of experience acquired by the Member States, the specific problems encountered by young drivers in traffic; Whereas in this connection the Commission particularly emphasized the part which can be played by information and awareness campaigns and publicity as means of educating road users, within the framework of national road safety policies; Whereas in the conclusions which it adopted at its meeting on 29 and 30 November 1993 on the said communication the Council drew attention to the need to focus in particular on the causes of the most serious accidents and on the categories of users most frequently involved in road accidents or victims of them; (1) OJ C 115, 26.4.1993, p. 260. Whereas young drivers of cars and two-wheel vehicles, as a result of their inexperience, constitute a particularly vulnerable group of road users, AGREE that 1995 will be considered as the Year of the Young Driver; CALL on the Commission to co-ordinate this initiative with the Member States within an appropriate framework, so that concrete and effective measures are taken to ensure that this initiative has the greatest possible impact on the public concerned".
RESOLUTION CONCERNANT LES JEUNES CONDUCTEURS "LE CONSEIL DE L'UNION EUROPEENNE ET LES REPRESENTANTS DES GOUVERNEMENTS DES ETATS MEMBRES, REUNIS AU SEIN DU CONSEIL considérant la résolution du Parlement européen, du 12 mars 1993, sur un programme d'action communautaire en matière de sécurité routière (1), qui reconnaît la nécessité d'une campagne d'assistance renforcée et adaptée adressée aux jeunes conducteurs inexpérimentés, et qui invite la Commission à leur consacrer une attention particulière; considérant que, dans sa communication pour un programme d'action en matière de sécurité routière, la Commission indique qu'elle examinera, sur la base des expériences réalisées dans les Etats membres, les problèmes spécifiques rencontrés par les jeunes conducteurs dans la circulation; considérant que la Commission a souligné notamment à cet égard le rôle que peuvent jouer les campagnes d'information et de sensibilisation et la publicité en tant qu'instruments d'éducation routière dans le cadre des politiques nationales de prévention en matière de sécurité routière; (1) JO n° C 115 du 26.4.1993, p. 260. considérant que, dans ses conclusions adoptées lors de sa session des 29 et 30 novembre 1993 relatives à ladite communication, le Conseil a mis en exergue la nécessité de s'attacher en particulier aux causes d'accidents les plus graves ainsi qu'aux catégories d'usagers qui sont le plus souvent impliqués dans les accidents de la route ou qui en sont les victimes; considérant que les jeunes conducteurs de voitures et de deux-roues constituent, de par leur inexpérience, un groupe particulièrement vulnérable parmi les usagers de la route, CONVIENNENT que l'année 1995 sera considérée comme année du jeune conducteur; INVITENT la Commission à coordonner cette initiative avec les Etats membres dans un cadre approprié, de manière à ce que des actions concrètes et efficaces soient entreprises, pour assurer une portée optimale de cette initiative à l'égard du public concerné".

The Commissioner drew attention to the important role which renewable forms of energy could play in achieving these policy objectives and said that the Commission and Parliament therefore attached particular importance to these forms of energy - as is reflected in the fourth framework programme of research and development.
