Calls on the Turkish Government to implement the judicial reforms it has announced and to abolish the State Security Courts, which represent an obstacle to the development of the rule of law in Turkey; reminds the Turkish Government that reforms represent an element which will be duly taken into account by the Commission in the drafting of its December 2004 report to the Council on Turkey's fulfilment of the Copenhagen political criteria;
4. demande au gouvernement turc de mettre en œuvre les réformes judiciaires annoncées par lui et de supprimer les Cours de sûreté de l'État, qui constituent un obstacle au développement d'un État de droit en Turquie; rappelle au gouvernement turc que la mise en œuvre de réformes est un élément qui sera dûment pris en considération par la Commission lors de l'établissement de son rapport au Conseil sur le respect des critères politiques de Copenhague par la Turquie qu'elle présentera en décembre 2004;

12. Welcomes the progress achieved by Turkey in its efforts to meet the Copenhagen political criteria, as announced in the Commission annual report, and encourages Turkey to maintain its commitments in this respect; trusts that the future Turkish Government will support the forthcoming accession of Cyprus to the EU and hopes for fruitful cooperation with the new Grand National Assembly on the basis of the announcement by the two parties that will be represented therein that they will pursue a pro-European policy;
