The President of the Council made the position very clear through the statement issued after the unfortunate death of Mr. Orlando Zapata, calling for the unconditional release of political prisoners and the respect of fundamental freedoms and expressed deep concern about the situation of the political prisoners, notably those currently pursuing hunger strikes.
Le président du Conseil a clairement exposé la position de l’UE dans la déclaration faite après le regrettable décès de M. Orlando Zapata. Il a en effet réclamé la libération inconditionnelle des prisonniers politiques et le respect des libertés fondamentales, de même qu’il s’est dit profondément inquiet face à la situation des prisonniers politiques, notamment ceux qui suivent actuellement une grève de la faim.

The Council notes the commitment by the Government to continue and complete these reforms, notably by the unconditional release of the remaining political prisoners within the next few months and by the free and fair conduct of the by-elections.
Le Conseil note que le gouvernement est résolu à poursuivre et à mener à bien ces réformes, en particulier par la libération sans condition, dans les prochains mois, des prisonniers politiques encore détenus ainsi que par la tenue d'élections partielles libres et régulières.

The European Council hopes that the encouraging results of the negotiations between Portugal and Indonesia under the auspices of the UN Secretary-General will be followed by tangible progress on the ground, notably through a real and substantial reduction in the Indonesian military presence in the territory, the liberation of Timorese leader Xanana Gusmão as well as of all political prisoners and the establishment in East Timor of a permanent UN presence.

Le Conseil européen espère que les résultats encourageants des négociations qui ont eu lieu entre le Portugal et l'Indonésie sous l'égide du Secrétaire général des Nations Unies seront suivis de progrès tangibles sur le terrain, et notamment d'une réduction réelle et substantielle de la présence de militaires indonésiens dans le territoire, de la libération du dirigeant timorais Xanana Gusmão et de tous les prisonniers politiques, ainsi que de la mise en place au Timor-Oriental d'une présence permanente de l'ONU.
