Council Decision 2009/831/EC (1), adopted on the basis of Article 299(2) of the EC Treaty (now Article 349 of the Treaty on the Functioning of the European Union (TFEU)), authorised Portugal to apply a reduced rate of excise duty in the autonomous region of Madeira on locally produced and consumed rum and liqueurs and in the autonomous region of the Azores on locally produced and consumed liqueurs and eaux-de-vie which may be lower than the minimum rate of excise duty set by Council Directive 92/84/EEC (2), but not more than 75 % lower than the standard national excise duty on alcohol.

Upon a request by Portugal, the Council granted financial assistance to it (Implementing Decision 2011/344/EU (2)) in support of a strong economic and financial reform programme aiming at restoring confidence, enabling the return of the economy to sustainable growth, and safeguarding financial stability in Portugal, the euro area and the Union.

I should like to point out that at the Summit of the Heads of State and Government which was held on 19 and 20 June this year in Santa Maria da Feira, in Portugal, the Council expressed its outrage at the tragic events related to terrorism in Europe and vigorously reaffirmed its commitment to continuing to fight terrorism at European level and to stepping up and intensifying cooperation between Member States in this area.

I regret that the Council is still examining at state level what intermodal terminals should be included in the European combined transport network, and I am delighted by the change to the specific Project No 8 of the Annex relating to the ‘Lisbon-Valladolid motorway’, as it was formerly known, with its new name ‘the Portugal/Spain multimodal link with the rest of Europe’, for the management of rail, road, sea and air connections in the three Iberian corridors between Galicia and Portugal, between Portugal and Seville/Andalusia, and between Irún (in the Basque Country) and Portugal, which I hope will include the TGV high-speed train, and I also hope that financial aid will reach the so-called Basque ‘Y’, which, like any other railway line, generates not only economic advantages but also great environmental benefits.

Can the Council indicate the type of procedural or constitutional problems to be solved by the Member States, the progress made in the ratification procedures in each of the Member States which have not yet ratified the Statute (Denmark, Greece, Ireland, the Netherlands, Portugal, Sweden and the United Kingdom) and its assessment of the likelihood that the ratification process will be concluded in those seven Member States by 18 July 2001, a date which will mark the third (!) anniversary of the conclusion of the Rome Conference?

Whereas Commission Regulation (EEC) No 3810/91 (3), as last amended by Regulation (EEC) No 3826/92 (4), lays down the detailed rules for the application of the supplementary trade mechanism to trade in the beef and veal sector and, in particular for 1993, the indicative ceilings for certain groups of products which can be imported into Portugal from the Community as constituted on 31 December 1985; whereas Council Regulation (EEC) No 743/93 of 17 March 1993 on the list of products subject to the supplementary trade mechanism and exported to Portugal restricts from 1 April 1993, for deliveries to Portugal (5), the application of the STM in the beef and veal sector to live bovine animals; whereas, therefore, the Annex to Regulation (EEC) No 3810/91 should be amended for Portugal;
considérant que le règlement (CEE) n° 3810/91 de la Commission (3), modifié par le règlement (CEE) n° 3826/92 (4), a fixé les modalités d'application du mécanisme complémentaire aux échanges (MCE) dans le secteur de la viande bovine et, en particulier pour l'année 1993, les plafonds indicatifs se rapportant à certains groupes de produits pouvant être importés au Portugal en provenance de la Communauté dans sa composition au 31 décembre 1985; que le règlement (CEE) n° 743/93 du Conseil, du 17 mars 1993, relatif à la liste des produits soumis au mécanisme complémentaire aux échanges et expédiés au Portugal (5) a limité à partir du 1er avril 1993 aux bovins vivants l'application du MCE dans le secteur de la viande bovine en ce qui concerne les livraisons au Portugal; qu'il y a lieu de modifier en conséquence l'annexe du règlement (CEE) n° 3810/91 se rapportant au Portugal;

Whereas under Regulation (EEC) No 1820/87 of 25 June 1987 concerning the application of Decision No 2/87 of the ACP-EEC Council of Ministers on the advance implementation of the Protocol to the third ACP-EEC Convention consequent on the Accession of the Kingdom of Spain and the Portuguese Republic to the European Community (3), Spain and Portugal may postpone implementation of the preferential arrangements for fruit and vegetables covered by Regulation (EEC) No 1035/72 (4), as last amended by Regulation (EEC) No 1119/89 (5), until 31 December 1989 and 31 December 1990 respectively; whereas, consequently, the abovemntioned tariff concession is not currently applicable in Spain or Portugal, but from 1 January 1990 it will apply throughout the Community except in Portugal; whereas from this date and within the limits of its tariff quotas Spain must apply customs duties calculated in accordance with the abovementioned protocol to the third ACP-EEC Convention;
considérant que, en vertu des dispositions du règlement (CEE) no 1820/87 du Conseil, du 25 juin 1987, concernant l'application de la décision no 2/87 du conseil des ministres ACP-CEE relative à la mise en vigueur anticipative du protocole d'adhésion du royaume d'Espagne et de la République portugaise à la troisième convention ACP-CEE (3), l'Espagne et le Portugal diffèrent, respectivement jusqu'au 31 décembre 1989 et 31 décembre 1990, l'application du régime préférentiel dans le secteur des fruits et légumes relevant du règlement (CEE) no 1035/72 (4), modifié en dernier lieu par le règlement (CEE) no 1119/89 (5); que, par conséquent, la concession tarifaire susmentionnée n'est pas applicable actuellement en Espagne et au Portugal, tandis qu'à partir du 1er janvier 1990 elle est applicable dans la Communauté à l'exclusion du Portugal; que, à partir de cette date et dans la limite de ces contingents tarifaires, l'Espagne doit appliquer des droits de douane calculés conformément aux dispositions du protocole à la troisième convention ACP-CEE précité;
