In absolute terms, the main groups of citizens of an EU Member States who became citizens of another Member State were Portuguese becoming citizens of France (7 778 persons), Romanians becoming citizens of Hungary (5 535 persons) and Poles becoming citizens of Germany (4 245 persons).

In the last four years, 400 Portuguese citizens have been murdered, and this year alone, 14 Portuguese and therefore European citizens have been killed, which is causing turmoil in the Portuguese community in South Africa and in Portugal.

– (PT) Mr President, I wish to inform the Bureau that, as a result of the initiative adopted by Parliament for the release of the Portuguese citizens being held hostage in Cabinda, one of these hostages was released yesterday. I wish to say, Mr President, that Parliament’s initiative played an important role in this hostage being released and that we must continue to do all that we can to ensure that the remaining Portuguese hostages in Cabinda are also finally released.
- (PT) Monsieur le Président, je voudrais informer le Bureau qu'à la suite de l'initiative du Parlement européen concernant la libération des otages portugais détenus à Cabinda, un de ces otages a été libéré hier et je voudrais vous dire, Monsieur le Président, que l'initiative du Parlement a joué un rôle important dans la libération de cet otage et que nous devons poursuivre tous nos efforts pour que les autres otages portugais présents à Cabinda soient finalement libérés.

I would like you, Madam President, to act on our behalf in the following initiative: given that the Portuguese hostage who has just been released is in quite a poor state of health, we request that you ask the LFEC to give an international organisation, namely the Red Cross, immediate access to the seven remaining Portuguese citizens, who are still being held hostage in the enclave of Cabinda, in order to assess their state of health.

The Presidency sought to focus the IGC’s work on guaranteeing its success in order to allow enlargement to take place, but, clearly, none of us can ignore this debate. This applies to those who can see – and I am now speaking strictly as a Portuguese citizen – that our institutional model must be improved, without being changed radically, as well as to those who may hope for a shift towards an intergovernmental approach by the European Union.

France, Italy, Luxembourg and Spain have a system of a penalty of imprisonment combined with a fine; Belgium has a system of penalties of imprisonment, provides also for a penalty of the deprivation of one's rights as a citizen and has combination of a fine and/or an imprisonment penalty for petty offences; the United Kingdom and Ireland have a system that allows a choice between a penalty of imprisonment or a fine or a combination of the two; Portuguese legislation punishes some conducts only with imprisonment, other conducts with imprisonment or a fine and others only with a fine.

The NAP makes provision for: joint mobilisation of the national, regional and local authorities (the regional authorities have only a coordinating role); institutional partnerships (inter-ministerial monitoring committee for the combining of the various sectoral policies and mainstreaming of social inclusion, and the Ministry of Labour's operational committee on NAP preparation and follow-up); adaptation of administrative and social services to the needs of local stakeholders (e.g. solidarity and social security offices); involvement of the social partners (to be improved), NGOs and social services institutions; placing of responsibility on citizens and businesses (e.g. extension of the Portuguese Business Network).
