In these meetings, the EU was represented by the Commission, the German, Portuguese and Slovenian Presidencies and the Council Secretariat.

Even in relation to countries whose negotiations only started during the Portuguese Council Presidency, such as Latvia, Lithuania, Slovakia, Romania, Bulgaria and Malta, I can say the following.
