Notes that the Portuguese Presidency followed the German initiatives under the guidelines and instructed all EU diplomatic missions in priority countries to regard the country-specific strategies adopted by COHOM on 15 June 2007 as standing instructions to be incorporated in the work of the Heads of Mission in the area of children in armed conflicts; welcomes the fact that the Presidency-in-office has also forwarded to local Presidencies the reports received by relevant NGOs regarding specific countries; welcomes the Slovenian Presidency's initiative in commissioning a study on the impact of EU measures on children affected by armed conflict; stresses in this connection the limited impact the guidelines have on children and armed conflicts, owing in particular to the fact that the majority of the Commission delegations and Member State embassies were not informed that their host country was considered a priority country for the application of these guidelines;
prend acte de ce que la présidence portugaise a suivi les initiatives allemandes à propos des lignes directrices et a demandé à toutes les missions diplomatiques de l'Union européenne dans les pays définis comme prioritaires de considérer les stratégies que le COHOM a adoptées le 15 juin 2007 comme des instructions permanentes aux chefs de mission dans chacun de ces pays pour les guider dans leur action à l'égard des enfants face aux conflits armés; se félicite que la présidence en exercice ait aussi transmis aux présidences locales les rapports reçus des ONG concernant leur pays; salue l'initiative prise par la présidence slovène de commander une étude analysant l'impact des actions menées par l'Union en faveur des enfants affectés par les conflits armés; souligne à cet égard l'impact limité qu'ont eu les lignes directrices sur les enfants et les conflits armés, notamment du fait que la majorité des délégations de la Commission et des ambassades des États membres n'étaient pas informées de ce que leur pays hôte était considéré comme prioritaire pour l'application de ces lignes directrices;

Welcomes the fourth meeting of the European Union Network of Contact Points in respect of persons responsible for genocide, war crimes and crimes against humanity, which took place in The Hague on 7 and 8 May 2007; takes note of the work of that meeting, which was entirely devoted to Rwanda and investigations of Rwandan suspects by European states; regrets the failure to organise a fifth meeting of the Network under the Portuguese Presidency; reminds the Council of the commitment to organise such a meeting under each Presidency;

This event was followed up by the Austrian Presidency in June 2006; and by the Finnish Presidency in September 2006, with the conference “Nanotechnologies: Safety for Success”.[22] The German Presidency organised the EuroNanoForum conference in June 2007, and the Portuguese Presidency plans to organise an official event in November 2007.

This concerns the number of subjects that were opened up to codecision and then closed during the six months of this Portuguese Presidency. Above all, there is the respect with which the Portuguese Presidency always treated this Parliament, which will certainly have contributed to future presidencies adopting a new stance in their relations with Parliament.

– (PT) Madam President, Mr President-in-Office of the Council, Commissioner, on behalf of the Socialist Group I would like to welcome you, Mr Gama, and to congratulate you on your speech and on your presentation of the Portuguese Presidency’s programme. I would also like to say that we believe cooperation with the Council is not just about the kind of cooperation dictated by institutional criteria, it is also about the kind of cooperation we believe the content of the programme presented by the Portuguese Presidency deserves. The same applies to cooperation with the Commission, but in this particular case I have in mind the Council.
- (PT) Madame la Présidente, Monsieur le Ministre Jaime Gama, Monsieur le Président en exercice du Conseil, Monsieur le Commissaire, chers collègues, je voudrais, au nom du groupe socialiste, souhaiter la bienvenue à la présidence portugaise et la féliciter de son intervention et de la présentation de son programme, et lui signaler que, en ce qui nous concerne, la coopération avec le Conseil, de même qu'avec la Commission d'ailleurs, mais dans ce cas particulier avec le Conseil, ne répond pas qu'à un critère institutionnel, elle répond également à notre approbation du contenu du programme présenté par la présidence portugaise.

Madam President, ladies and gentlemen, these are the main messages that I would like to convey to you on behalf of the Portuguese Government as the Portuguese Presidency of the European Union gets under way.
Madame la Présidente, Mesdames et Messieurs les Députés, voilà les principaux messages que je voulais vous transmettre au nom du gouvernement portugais alors que débute la présidence portugaise de l'Union.

– (PT) Madam President, Mr President-in-Office of the Council, I would like to welcome the Portuguese Presidency and to say that we will be paying very close attention to the progress made on the most relevant issues and on this presidency’s priorities. These range from enlargement to amendment of the Treaties, from the future of the Lomé Convention to the EU-Africa Summit and from employment issues to the second and third pillars.
- (PT) Madame la Présidente, Monsieur le Président en exercice du Conseil, je tiens à saluer la présidence portugaise et à affirmer également que nous suivrons de très près les orientations qu'elle donnera aux questions les plus importantes et aux priorités qu'elle a définies : de l'élargissement à la révision des Traités, de l'avenir de la Convention de Lomé au sommet Europe-Afrique, en passant par les problèmes d'emploi et les problèmes concernant les deuxième et troisième piliers.

– (SV) Mr President, Mr President-in-Office of the Council, Commissioner, the Portuguese Presidency certainly has a great deal to do during the spring, especially when it comes to work on the Intergovernmental Conference and enlargement of the Union.

The opening ceremony took place in the presence of some 550 people, with contributions by Jean Kahn, Chair of the Centre; Thomas Klestil, President of Austria; Romano Prodi, President of the European Commission; Nicole Fontaine, President of the European Parliament; and Maria de Belén Roseira, Portuguese Minister for Equal Opportunities, representing the Portuguese Presidency of the Union.
