the Commission, in accordance with the ECOFIN Council report, to redirect expenditure where appropriate towards growth-enhancing investment in physical and human capital and knowledge, and, in cooperation with the Member States, to further examine the necessity of developing a specific Community guarantee instrument for certain post-construction risks in TEN transport projects, to report on the results of that examination and, if appropriate, to present a proposal in this regard,
la Commission, conformément au rapport du Conseil ECOFIN, à réorienter les dépenses, s'il y a lieu, vers des investissements dans le capital physique et humain et dans la connaissance de nature à stimuler la croissance et, en coopération avec les États membres, à continuer d'étudier la nécessité de créer un instrument de garantie communautaire spécifique destiné à couvrir certains risques postérieurs à la construction dans le cadre des projets RTE de transport, à faire rapport sur les résultats de cette étude et, le cas échéant, à présenter une proposition à cet égard;
