The measure in question is justified by the nature of the tax system, since it forms part of the single tax system applicable in the territory of Álava and derives from the exercise of the Provincial Council's powers to adopt measures in the tax field; it is also justified by the general scheme of the tax system, since its objective is to promote economic activity.
