Mr President, the Commission is thus very pleased with the compromise that has been reached and recommends that the European Parliament support the compromise by accepting particularly Amendments 51 to 92 signed by Mrs Roure and Mr Kreissl-Dörfler for the Socialist Group in the European Parliament and by Mr Reul for the Group of the European People's Party (Christian Democrats) and European Democrats.

The Presidency compromise thus aims to continue the practice of the budget heading and establishes an Annex II listing the organisations that may receive grants for 2004 only; the compromise also enables grants to be awarded on the basis of calls for proposals as from 2005.
Le compromis de la Présidence se base donc d'une part sur une continuation de la pratique de la ligne budgétaire et introduit une annexe II établissant la liste des organismes bénéficiaires pour la seule année 2004; d'autre part ce compromis permet, à partir de 2005, de distribuer les subventions sur la base d'appels à propositions.
