I hope that the European Parliament resolution, which we will adopt in a few minutes’ time, will fill the gap created by the absence of the much-anticipated ACP-EU Joint Parliamentary Assembly resolution. I think we can all agree with the statement by Chad’s President Idriss Deby that looking after 300 000 Sudanese refugees and 170 000 internal refugees in Chad is a heavy burden.
J’espère que la résolution du Parlement européen que nous allons adopter dans quelques minutes comblera le vide laissé par l’absence de la résolution très attendue de l’Assemblée parlementaire paritaire ACP - UE. Je pense que nous pouvons tous être d’accord avec la déclaration du Président du Tchad Idriss Deby qui dit que s’occuper de 300 000 réfugiés soudanais et de 170 000 réfugiés internes est une lourde charge.

Calls on the Council Presidency to address the lack of action by the European Union in Darfur; welcomes the African Union/United Nations Hybrid operation in Darfur (UNAMID), unanimously approved on 31 July 2007 by United Nations Security Council Resolution 1769 (2007) as a small step in the right direction; notes that UNAMID took over from the African Union Mission in Sudan (AMIS) on 31 December 2007, and has an initial mandate expiring on 31 July 2008; expects that the 7 000-strong AMIS, which has hitherto been responsible for peacekeeping, will merge into this new force and that all necessary measures to ensure the ability of UNAMID to fulfil its mandate will be undertaken, including periodic review of the number of peacekeepers deployed; insists, none the less, that the arrest warrants issued by the ICC in relation to Darfur must be executed as soon as possible; notes that the inadequacy of the measures to combat the humanitarian disaster in Darfur was one of the reasons behind the worsening of the political and social situation in Chad; calls for immediate measures to be taken to provide greater assistance for that country;

– (FR) Mr President, Representative of the President-in-Office, Commissioner, for many months now we have been asking about and following extremely closely the EU initiatives to urgently deploy EUFOR in Chad and the Central African Republic, insofar as it is of course essential that this European transition force be operational. Why is it essential?
– (FR) Monsieur le Président, Monsieur le représentant de la Présidence du Conseil, Monsieur le Commissaire, cela fait maintenant de nombreux mois que nous demandons et que nous suivons de très près les initiatives de l'Union européenne visant à concrétiser le plus rapidement possible le déploiement de l'EUFOR au Tchad et en Centrafrique dans la mesure où, il est essentiel, bien entendu, que cette force européenne de transition soit opérationnelle. Pourquoi est-ce essentiel?

– (FR) Mr President, I think this amendment is superfluous in the light of the letter received by the United Nations from the Government of Chad on 11 September 2007, expressing the Government’s agreement. I have here a photocopy of the letter and I quote: ‘the Government of Chad welcomes the new recommendations of the Secretary-General of the United Nations, contained in his report of 10 August 2007, with a view to the deployment of an international presence in eastern Chad in order to contribute [...]’ and so on and so forth.
– (FR) Monsieur le Président, je crois que cet amendement est inutile dans la mesure où les Nations unies ont reçu, le 11 septembre 2007, une lettre du gouvernement tchadien, dont j'ai ici photocopie, dans laquelle il donne son accord: "accueille avec satisfaction les nouvelles recommandations du Secrétaire général des Nations unies contenues dans son rapport du 10 août 2007 pour le déploiement d'une présence internationale dans l'est du Tchad, destiné etc..".

35. Instructs its President to forward this resolution to the Council, the Commission, the governments of the Member States, the ACP-EU Council of Ministers, the Presidents, Governments and Parliaments of Chad and Sudan, the World Bank and the non-governmental organisation 'Chad Association for the Promotion and Defence of Human Rights' (ATPDH).
