Is concerned at the statements of NATO Secretary-General, Anders Fogh Rasmussen, regarding the need to significantly raise levels of defence spending in NATO countries because of the role Russia is playing in the Ukrainian crisis; is equally concerned at the announcements made by the US President concerning investing some one billion dollars in armaments in eastern Europe; recalls that both the French Mistral export and the US investments in eastern Europe are not only part of a dangerous and irresponsible zero sum game but also clear signs of an arms race in the making; believes that the steps towards further militarisation as planned by the French, US and NATO decision-makers will undermine and significantly weaken a strong civilian approach by the European Union based on sanctions and negotiations; stresses, furthermore, that the ongoing arms exports are in blatant contradiction with EU common positions and the relevant economic sanctions;
11. s'inquiète des déclarations du secrétaire général de l'OTAN, M. 4. At the request of the European Parliament, the President of the EIB shall participate in a hearing of the European Parliament that concerns EIB financing and investment operations covered by this Regulation.

Welcomes the announcement by Commission President Jean-Claude Juncker concerning a comprehensive investment programme to fight unemployment; stresses the need for increased investments (in infrastructure, research and development, green jobs, innovation and the completion of the internal digital market) that are targeted at keeping and creating jobs in keeping with the Europe 2020 strategy investments and look beyond inputs alone in order also to take account of real policy outcomes; stresses that such investment could, with a view to longer-term benefits, be targeted at high-quality formal and non-formal education infrastructures and at eliminating barriers in order to improve equality of access; encourages linking these investments to concrete employment and poverty-related goals, given that investment in areas such as high-quality public services is also important to meet the goals of an inclusive society;
25. salue l'annonce du président de la Commission, Jean-Claude Juncker, concernant un programme d'investissement détaillé visant à lutter contre le chômage; souligne la nécessité d'investissements accrus (dans les infrastructures, la recherche et le développement, les emplois verts, l'innovation et l'achèvement du marché intérieur numérique), qui visent à maintenir et à créer des emplois conformément à la stratégie Europe 2020 et qui ne tiennent pas compte uniquement des contributions, mais aussi des résultats concrets des politiques; souligne que, pour procurer des avantages à plus long terme, ces investissements pourraient être axés sur des infrastructures d'enseignement formel et informel de qualité ainsi que sur l'élimination des obstacles sur la voie d'un accès plus équitable à ces infrastructures; encourage à associer ces investissements à des objectifs concrets en matière d'emploi et de pauvreté, étant donné que les investissements dans des domaines tels que les services publics de qualité ont également leur importance pour réaliser les objectifs d'une société inclusive;
