Urges all Member States to collaborate fully in international criminal justice mechanisms, and especially in bringing fugitives to justice; in this regard, notes with satisfaction the cooperation of the Democratic Republic of the Congo in the transfer of Germain Katanga to the ICC, the cooperation of Serbia in the arrest and transfer of Zdravko Tolimir to the International Criminal Tribunal for the former Yugoslavia (ICTY) and the cooperation of Serbia and Montenegro in the arrest and transfer of Vlastimir Đjorđjević to the ICTY; however, notes with concern the persistent failure of Sudan to cooperate with the ICC by arresting and transferring Ahmad Muhammad Harun and Ali Muhammad Ali Abd-Al-Rahman; notes with concern that the ICC warrants for the arrest of four members of the Lord's Resistance Army in Uganda have not yet been executed; also notes with concern that Radovan Karadžić and Ratko Mladić remain at large and have not been brought before the ICTY; in this regard, calls on the Serbian authorities to ensure full cooperation with the ICTY, which should lead to the arrest and transfer of all remaining indictees, in order to open the way to the ratification of a Stabilisation and Association Agreement; considers further that the current proceedings brought against Liberia's former President, Charles Taylor, by the Special Court for Sierra Leone in The Hague constitute a significant development towards the ending of impunity;

Then along comes the Council with a proposal to give Yugoslavia macro-financial assistance to the ridiculous tune of a few hundred million – no doubt the thirty pieces of silver for the subordinates in Belgrade who, in the most disgraceful manner and despite a decision to the contrary by the country’s parliament and supreme constitutional court, handed the former president of Yugoslavia, who was democratically elected in four elections, to a court set up on the orders of the USA and ΝΑΤΟ in order to try anyone who resists the new order.
d’un montant dérisoire de quelques centaines de millions, dont il est certain qu’ils représentent les trente deniers de la trahison remis aux vassaux de Belgrade qui, d’une manière ignominieuse et malgré la décision contraire des deux chambres et de la cour constitutionnelle suprême du pays, ont livré l’ancien président de la Yougoslavie, démocratiquement élu à quatre reprises, à un tribunal mis en place sur l’ordre des États-Unis et de l’OTAN pour juger tous ceux qui s’opposent au nouvel ordre établi.

(3b) The General Affairs Council meeting in Luxembourg on 9 October 2000 issued a declaration on the Federal Republic of Yugoslavia welcoming its new President and decided to allow the Federal Republic of Yugoslavia to benefit from the CARDS programme, and to extend the European Union's humanitarian aid programme to vulnerable persons resident in the Federal Republic of Yugoslavia, particularly to displaced persons and to refugees from the former Yugoslavia.
(3 ter) Le Conseil "Affaires générales” réuni à Luxembourg le 9 octobre 2000 a publié une déclaration sur la RFY dans laquelle il salue l'élection du nouveau Président, et se déclare décidé à faire bénéficier la RFY du programme CARDS et à étendre les programmes d'aide humanitaire de l'Union aux personnes vulnérables résidant en RFY, particulièrement aux personnes déplacées et aux réfugiés de l'ex-Yougoslavie.

FORMER YUGOSLAVIA The Council heard reports by the Council and Commission Presidents on the outcome of their joint visit on 7 and 8 June to former Yugoslavia, more especially to Belgrade, Sarajevo, Skopje and Zagreb.

FORMER YUGOSLAVIA - COUNCIL CONCLUSIONS On the basis of information supplied by the Presidency and by the High Representative on the latest developments in the situation, the Council has taken stock of the implementation of the peace process in former Yugoslavia.

It welcomes the support given by the parties concerned to the Rome statement on Sarajevo, as well as the agreement reached on the speedy implementation of the Croat-Muslim Federation and the joint statement of President Tudjman and President Milosevic on the normalization of relations between the Republic of Croatia and the Federal Republic of Yugoslavia.
Elle se félicite du soutien apporté par les parties concernées à la déclaration de Rome sur Sarajevo, ainsi que de l'accord intervenu sur la concrétisation rapide de la Fédération croato-musulmane et de la déclaration conjointe du Président Tudjman et du Président Milosevic sur la normalisation des relations entre la République de Croatie et la République fédérative de Yougoslavie.

BURDEN-SHARING: HCR REQUESTS CONCERNING REFUGEES FROM FORMER YUGOSLAVIA The Council examined the request from the HCR regarding the long-term reception of some 50 000 refugees from former Yugoslavia, made to the Presidency in a letter dated 25 August and supplemented in the last few days by a second letter asking for short-term reception for 5 000 individuals.
