(6) If the President is absent or unable to act or if the office of President is vacant, the Board may authorize an officer or employee of the Corporation to act as President and that officer or employee has all of the duties and may exercise all of the powers of the President during the absence, inability or vacancy. A person may not act as President for a period of more than 90 days without the approval of the Governor in Council.

(3) If the President is absent or unable to act or if the office of President is vacant, the Board may designate another director or an officer of the Corporation to act as the President for the time being, but no director or officer so designated has authority to act as President for a period exceeding ninety days without the approval of the Governor in Council.

N.B.: In the aftermath of Tuesday's attacks on New York and other American cities, the European Economic and Social Committee has decided to issue a single press release on the activity of the ESC during its September plenary session (Mr Romano Prodi, president of the European Commission, was due to attend the plenary session on its opening day to present the White Paper on European governance and - with ESC president Mr Göke Frerichs - to sign a protocol of cooperation between the two institutions. Following the tragic events in the United States the previous day, he was unable to attend. These items were thus postponed to a later date (the ESC press office will supply more information on the new schedule as soon as possible.)
N.B. : Suite aux attaques de mardi sur New York et d'autres villes américaines, le Comité économique et social européen a décidé de publier un communiqué de presse unique sur les activités du CES lors de sa session plénière de septembre (M. Romano Prodi, président de la Commission européenne, devait participer à la première journée de la session plénière pour y présenter le Livre blanc sur la gouvernance européenne et - avec le Président du CES, M. Frerichs - y signer un protocole de coopération entre les deux institutions. Suite aux événements tragiques survenus la veille aux Etats-Unis, il n'a pas été en mesure de participer à la session. At the plenary session held on 2 and 3 December, attended by Mrs Eleonora Hostasch, Austrian Federal Minister for Labour, Health and Social Affairs, representing the Presidency-in-office of the Council, Mr Pádraig Flynn, Member of the Commission responsible for relations with the ESC, and Mr Willem Duisenberg, President of the European Central Bank, Mrs Rangoni Machiavelli presented the work programme which she intended to carry through during her term of office as president.
