The rationale behind the amendment to Standing Orders, if I may deem such a change to have been decided by the House, is that when the Speaker rejects an amendment, because of a lack of prior consultation, members have a tendency to rise on a point of order and to engage in debate with the Speaker, drawing his attention to the fact that a certain dimension of the issue has been neglected, and this is so even though Standing Orders provide that in such a case the Speaker's ruling cannot be appealed.

However, I would submit to the Chair that in the process of the committee's examination of both the bill and the amendments that the government was compelled to bring forward, the bill as amended has in fact moved a great deal away from its original intent and principle as articulated by the member for Oxford, as well as other members of the government in speaking to the bill and witnesses who testified before committee in support of the bill, all of whom were in support of the bill prior to the government amending the bill, but which is now substantially different from what those witnesses and members were speaking to.

When the same amendment is put on notice by more than one member, that notice shall be printed once, under the name of each member who has submitted it (3) When a recommendation of the Governor General is required in relation to any amendment of which notice has been given pursuant to section (2) of this Standing Order, notice shall be given of the said Recommendation no later than the sitting day before the day on which the report stage is to commence and such notice shall be printed on the Notice Paper along with the amendment to which it pertains (4) An amendment, in relation to form only in a government bill, may be proposed by a Minister of the Crown without notice, but debate thereon may not be extended to the provisions of the clause or clauses to be amended.
