Mr. Speaker, I have the honour to present, in both official languages, the second report of the Standing Committee on Access to Information, Privacy and Ethics in relation to our study of the main estimates 2014-15, specifically vote 1 under the Office of the Commissioner of Lobbying of Canada; vote 2 under the Office of the Conflict of Interest and Ethics Commissioner; votes 1 and 5 under the offices of the information and privacy commissioners of Canada; and vote 1 under the Office of the Senate Ethics Officer.
Monsieur le Président, j'ai l'honneur de présenter, dans les deux langues officielles, le deuxième rapport du Comité permanent de l'accès à l'information, de la protection des renseignements personnels et de l'éthique, qui porte sur l'étude du Budget principal des dépenses de 2014-2015, plus précisément sur le crédit 1 sous la rubrique Commissariat au lobbying, le crédit 2 sous la rubrique Commissariat aux conflits d'intérêts et à l'éthique, les crédits 1 et 5 sous la rubrique Commissariats à l'information et à la protection de la vie privée du Canada, et le crédit 1 sous la rubrique Conseiller sénatorial en éthique.

I should note that we have worked closely with the interim Privacy Commissioner, as with her predecessor, in developing provisions within the bill that we think strengthen privacy protection for Canadians, including increasing the investigative powers of the Privacy Commissioner.
Je fais également remarquer que nous avons travaillé étroitement avec la commissaire à la protection de la vie privée par intérim ainsi qu'avec son prédécesseur à l'élaboration de dispositions qui, selon nous, renforceront la protection des renseignements personnels des Canadiens, notamment en bonifiant les pouvoirs d'enquête de la commissaire à la protection de la vie privée.

Calls on the Member States to follow the call of the 35th International Conference of Data Protection and Privacy Commissioners ‘to advocate the adoption of an additional protocol to Article17 of the International Covenant on Civil and Political Rights (ICCPR), which should be based on the standards that have been developed and endorsed by the International Conference and the provisions in the Human Rights Committee General Comment No 16 to the Covenant in order to create globally applicable standards for data protection and the protection of privacy in accordance with the rule of law’; calls on the Member States to include in this exercise a call for an international UN agency to be in charge of, in particular, monitoring the emergence of surveillance tools and regulating and investigating their uses; asks the High Representative/Vice-President of the Commission and the European External Action Service to take a proactive stance;
129. invite les États membres à donner suite à l'appel lancé lors de la 35 conférence internationale des commissaires à la protection des données et de la vie privée afin de «promouvoir l'adoption d'un protocole additionnel à l'article 17 du Pacte international relatif aux droits civils et politiques (PIDCP). The agreement contains important undertakings taking account of concerns in the data protection field, of individuals’ rights to have access to personal information stored as a result of the agreement, and of the rights of individuals, regardless of their nationality, to lodge complaints with the Australian Privacy Commissioner regarding the manner in which their data have been processed.
