Private investment in low- and middle-income countries, both domestic and international, more than tripled over the last decade, and now accounts for over half of the financial resources available to developing countries, by far exceeding official development assistance.[9] Even a small shift in private investment strategies can significantly change the impact of these investments on developing countries.
Les investissements privés nationaux et internationaux dans les pays à faible et moyen revenu ont plus que triplé au cours de la dernière décennie et représentent désormais plus de la moitié des ressources financières disponibles pour les pays en développement, dépassant de loin l’aide publique au développement[9]. Stresses the importance of the investment plan drawn up by the Commission because it is the first step in balancing the insufficient volume of public and private investment in the Union, which poses a serious risk to attaining the targets set by the Europe 2020 strategy; stresses that the fall in investments that followed the economic crisis has been particularly marked in the least wealthy regions; recalls, however, that the Juncker plan represents only EUR 315 billion in potential investments over three years while, according to the Commission, the European Union has an investment gap of at least EUR 300 billion per year; insists, therefore, on the need to restore additional room for manoeuvre for investment in the EU budget and in Member States’ budgets; stresses, that projects guaranteed by the European Fund for Strategic Investments (EFSI) should contribute to meeting EU policy objectives, comply with the objectives of cohesion policy as defined in Article 174 TFEU and respect the principles of additionality, economic viability and sound financial management; recalls, in this regard, that Member States’ financial contributions in the form of one-off measures to the EFSI to support dedicated investment platforms and national promotional banks and which benefit from the EU guarantee are covered by the full range of the existing rules of the Stability and Growth Pact;

The Plan is based on three mutually reinforcing strands. First, the mobilisation of at least EUR 315 billion in additional investment over the next three years, maximising the impact of public resources and unlocking private investment. Second, targeted initiatives to make sure that this extra investment meets the needs of the real economy. And third, measures to provide greater regulatory predictability and to remove barriers to investment, making Europe more attractive and thereby multiplying the impact of the Plan.

Moreover, the Commission proposal provides for considerable flexibility, calculating Community co-funding by priority area rather than by measure as over the current programming period, leaving open the possibility of a project being funded entirely by private backers, thereby, in the rapporteur’s opinion, underpinning private-public partnership arrangements and achieving increased transparency. The draft regulation also provides a number of private investment incentives.
