Our first investments are probably best targeted toward youth, and the complication here is that much of what we are talking about is within provincial jurisdiction, so we have to have a collaborative partnership between governments to address this problem, or simply we are going to have this: you pick the province you live in depending on your disability. If I need income support, I'll probably live in Alberta or Ontario.
