The processing of agricultural products falling within the scope of Annex I of the Treaty into non-Annex I products therefore falls outside the scope of these guidelines.

(27) In order to take account of the specific manufacturing processes and trading requirements of non-Annex I goods incorporating certain agricultural products, the power to adopt acts in accordance with Article 290 TFEU should be delegated to the Commission concerning rules on the characteristics of the non-Annex I goods to be exported and of the agricultural products used for their manufacture, rules on the determination of the export refunds for certain agricultural products exported after processing into non-Annex I goods, rules on the evidence needed to prove the composition of the exported non-Annex I goods, rules requiring a declaration of the use of certain imported agricultural products, rules on the assimilation of agricultural products to basic products and on the determination of the reference quantity of each of the basic products, and the application of horizontal rules on export refunds for agricultural products to non-Annex I goods.

(14) Rum is a product of great economic importance for the FOD, and market outlets are vital. The gradual abolition of certain benefits currently accorded to rum production would have a serious impact on the earnings of the producers. The measures to support the cultivation of sugar cane and its direct processing into agricultural rum and sugar syrup should be continued because these measures are helping to ensure continued deliveries of cane to distilleries, which can thus plan and rationalise investments in their production facilities, and because they help improve the incomes of cane growers and encourage them to improve their production methods to ensure higher yields and deliver better quality cane.
(14) Le rhum constitue un produit dont l'importance économique et le débouché commercial sont essentiels pour les DOM; la suppression progressive de certains avantages accordés actuellement à cette production aurait de graves répercussions sur le niveau de revenu des producteurs concernés; il convient notamment de poursuivre les mesures de soutien en faveur de la culture de la canne et de sa transformation directe en rhum agricole et en sirop de sucre en ce sens où ces mesures ont un impact positif pour pérenniser la production cannière livrée aux distilleries qui peuvent ainsi prévoir et rationaliser les investissements de leurs outils de production, et où elles influent sur la rémunération du planteur et l'incitent à améliorer son outil de production pour garantir un rendement et une qualité des cannes livrées.
