An independent body, involving producers and supervising quality or arbitrating on doubts with regard to classification, would prevent the current phenomenon of producers' organizations tearing each other to pieces. The latter will have to seek to enhance their own effectiveness, linking it with the quality of tobacco both in terms of varieties and of human health, in order to beat the competition and to justify the future existence of the tobacco industry in Europe.
Un organisme indépendant, au sein duquel seraient représentés les producteurs, doit être chargé de contrôler la qualité et d'arbitrer les litiges en matière de classification, d'empêcher l'éclatement des groupements de producteurs, dès que ceux-ci chercheront à consolider une production concurrentielle en mettant en avant la qualité tant du point de vue des variétés du tabac que de celui de la santé humaine.
