To follow-up the recommendations of the High-Level group on public-private partnerships for trans-European transport networks projects, which reported in May 1997, the Commission, in co-operation with the Member States, took forward the results of the study it had commissioned on the role of equity in TEN projects.

If the project is not feasible, it is not built to the standards or the laws of the host country, or if we feel it is vulnerable to changes in attitude over time, we may wish to either decline our participation or have the project modified in particular ways.

To that end it put measures in hand to simplify the procedures for submitting and managing projects in order to take account of the difficulties SMEs have encountered in the past (1) - Brite/Euram feasibility awards: part-funding of the costs of preparing projects - Euromanagement RTD: an RTD audit aimed at identifying the SMEs liable to take part in Community research programmes and helping them to prepare proposals; - CRAFT (Cooperative Research Action for Technology): support for work carried out by research centres for consortia of SMEs who lack the necessary research facilities; - Eurotech capital: a pilot scheme to stimulate inflows of risk capital for transnational high-technology projects; - Value (Programme for the dissemination and utilization of results) Support for the dissemination of the results of all the research programmes, including the setting up of databases, information centres and partnerships between research and industry; - Sprint (Strategic Programme for Innovation and Technology Transfer) Dissemination of new technologies, particularly through the interlinking of networks and national infrastructures.

The funds involved, familiarly known as the "Cheysson facility", are intended to support three types of operation : 1. preliminary studies to identify joint venture projects and potential partners; 2. technical assistance upstream and downstream of the project (market and feasibility studies, pilot projects, start-up capital and training of technical and management staff); 3. acquisition of equity shares in joint ventures (aimed mainly at converting advances made under points 1 and 2 into equity holdings)/. -------- (*) INTERACT is an informal grouping of development banks from six Member States of the Community, plus the EIB.
