– (RO) I voted for this report as I think that the need for transparency in regional policies with a view to increasing access for potential recipients to the European Transparency Initiative (ETI) database is particularly important. On the one hand, they will enjoy the benefits of the ETI by facilitating the maximum possible access to this database on the funds’ recipients, which could provide specific examples of good practice in regional funding. At the same time, local and regional authorities will play a crucial role in promoting this database via the most suitable means possible so that the information is as easily accessible as possible to citizens.

The current efforts to promote trade, investment and economic cooperation may, for example, be continued by working towards the implementation of the objectives formulated in the two ASEM economic action programmes, the Trade Facilitation Action Plan (TFAP) and the Investment Promotion Action Plan (IPAP). Economic, financial and monetary integration as a growth factor is also expected to be discussed at the summit, as is the WTO Development Round as an essential prerequisite of sustainable economic development. It will be natural to use the ASEM process to add momentum to the Doha Development Round. In light of the results achieved in the Doha Round, there will be the possibility of strengthened regional cooperation with a view to achieving further progress in the economic relations between the EU and the Asian ASEM partners.

The regional aspect of research is of major importance to Parliament which, in its resolution of 18 May 2000, calls on the Commission to ensure that Objective 1 regions employ at least 5% of the Structural Funds which they have not used in order to promote scientific research in various sectors, so as to reduce the technological gap between those regions and the rest of Europe and prevent unused Structural Funds from being withdrawn.
