G. whereas pursuing the ‘interests of justice’ regardless of political considerations (Article 53 of the Rome Statute) is the founding principle of the Court; whereas the ICC plays a key role in promoting international justice and thus contributing to security, justice and the rule of law, as well as to the preservation of peace and the strengthening of international security;

Affirms that the EU should ensure that the EEAS has the necessary expertise and high-level capacity to make the ICC a real priority; recommends that the EEAS ensure adequate staffing levels both in Brussels and within delegations of officials tasked with handling international justice issues, and that the EEAS and the European Commission further develop staff training on international justice and ICC issues, establishing a staff exchange programme with the ICC in order to promote mutual institutional knowledge and facilitate further cooperation;
50. affirme que l'Union devrait garantir que le SEAE possède l'expertise et la capacité de haut niveau nécessaires pour faire de la CPI une véritable priorité; recommande que le SEAE garantisse la mise à disposition des effectifs adéquats tant à Bruxelles qu'au sein des délégations de fonctionnaires chargées de traiter les questions liées à la justice internationale, et que le SEAE et la Commission européenne continuent d'améliorer la formation de leur personnel sur les questions relatives à la justice internationale et à la CPI, en mettant sur pied un programme d'échange du personnel avec celui de la CPI qui favorise le partage des connaissances institutionnelles et renforce la coopération;

37. Calls on the Council and the Commission to continue their vigorous efforts to promote the universal ratification of the Rome Statute and the adoption of the necessary national implementing legislation, in conformity with Council Common Position 2003/444/CFSP of 16 June 2003 on the International Criminal Court and the related Action Plan of 4 February 2004; welcomes the fact that Chad recently ratified the Rome Statute, thereby bringing the total number of states parties to 104 as at 1 January 2007; urges the Czech Republic, as the only remaining EU Member State not to have ratified the Rome Statute, to do so without delay; in the same spirit, calls on the Council and the Commission to encourage third countries to promote transitional justice mechanisms on their territory as a step towards securing justice for the victims of grave violations of human rights;
37. invite le Conseil et la Commission à poursuivre leurs efforts vigoureux pour promouvoir la ratification universelle du Statut de Rome et l'adoption des dispositions législatives d'application nécessaires au niveau national, conformément à la position commune 2003/444/PESC du 16 juin 2003 concernant la Cour pénale internationale et au Plan d'action correspondant, du 4 février 2004; se félicite du fait que le Tchad ait ratifié récemment le Statut de Rome, ce qui porte le nombre total des États parties à 104 au 1 janvier 2007; demande instamment à la République tchèque, qui est le seul État membre de l'UE à ne pas encore avoir ratifié la Statut de Rome, de remédier à cette situation sans délai; dans le même esprit, demande au Conseil et à la Commission d'encourager les pays tiers à promouvoir la mise en œuvre, sur leur territoire, de mécanismes de justice de transition, ce qui constitue une avancée pour rendre justice aux victimes de violations graves de droits de l'homme;
