These provisions thus clearly demonstrate that, for the purposes of the EC Treaty, the Commission is at this stage of the procedure no longer considered the ‘owner’ of the area to be legislated for; accordingly, they confirm the view that once the procedure has progressed to this stage, the Commission has no power whatsoever to withdraw or alter the proposed legislation.
