In its Communication of 28 November 2012 ‘A blueprint for a deep and genuine economic and monetary union — Launching a European Debate’[10] the Commission proposed ‘reinforced democratic legitimacy and accountability’ as a necessary part of any European Union reform.As further underlined in the Report ‘Towards a Genuine Economic and Monetary Union’ prepared by the President of the European Council in close cooperation with the Presidents of the Commission, the Eurogroup and the European Central Bank[11], democratic legitimacy and accountability are essential for a genuine Economic and Monetary Union.
Dans sa communication du 28 novembre 2012 intitulée «Projet détaillé pour une Union économique et monétaire véritable et approfondie — Lancer un débat européen»[10], la Commission a proposé la création d'une union politique «légitime démocratiquement et responsable» en tant qu'élément indispensable de toute réforme de l'Union européenne. Comme le soulignait encore le rapport «Vers une véritable union économique et monétaire» élaboré par le président du Conseil européen en étroite collaboration avec les présidents de la Commission, de l'Eurogroupe et de la Banque centrale européenne[11], la légitimité démocratique et l'obligation de rendre des comptes sont essentielles pour l'établissement d'une véritable Union économique et monétaire.

4. Underlines that throughout the current parliamentary term the Petitions Committee was taking up the challenges to meet the expectations of the citizens of the European Union; emphasises the importance of citizens direct involvement in the Parliament’s activity and to have their concerns, proposals or complaints specifically addressed by the Committee members; points out the amount of work that had been done to resolve possible infringements of citizens’ rights and by cooperating with national, regional and local authorities on issues related to the application of European laws; while maintaining a vital role in reconnecting with European citizens and reinforcing the democratic legitimacy and accountability of the EU decision-making process;

is convinced that this proposal can help make it easier for debates to take place at European and transnational level, and can help European-level public opinion to emerge; that, furthermore, it can raise public interest in European elections and can help increase participation in those elections, as well as reinforcing the democratic legitimacy of the European Union;

(1) The Treaty on European Union reinforces the citizenship of the Union and enhances further the democratic functioning of the Union by providing inter alia that every citizen shall have the right to participate in the democratic life of the Union and that not less than one million citizens who are nationals of a significant number of Member States may take the initiative of inviting the European Commission, within the framework of its powers, to submit any appropriate proposal on matters where citizens consider that a legal act of the Union is required for the purpose of implementing the Treaties.

22. Believes that strengthening economic governance must go hand in hand with reinforcing the democratic legitimacy of European governance, which must be achieved through the closer and more timely involvement of the European Parliament and of national parliaments throughout the process; calls, in particular, on the Council and the Commission to make proper use of the provisions of the Lisbon Treaty with regard to Parliament's active involvement in the economic policy field, as defined in Article 121(5) and (6), and calls on the Commission to make detailed proposals establishing regular political and legislative interinstitutional dialogue in this crucial policy area;

12. Welcomes the decision of the Ministerial Conference of 3 November 2008, which duly took note of the recommendation adopted by the EMPA in Jordan on 13 October 2008; supports the decision to bring a strong parliamentary dimension to the Union for the Mediterranean, thereby reinforcing its democratic legitimacy, by building on the EMPA, which should be further consolidated and its work better articulated with that of the other institutions of the Partnership, with the possibility being envisaged of granting it legal personality and entitling it to propose and assess economic and regional integration strategies and projects and allowing it to make recommendations to the meetings of foreign affairs ministers; expects this recognition of the EMPA as an institution also to be reflected by its participating as an observer at all meetings of the executive, at meetings of the Heads of State and Government, at ministerial meetings and at the preparatory meetings of senior officials;
12. se félicite de la décision de la conférence ministérielle du 3 novembre 2008, qui a dûment pris note de la recommandation de l'APEM adoptée en Jordanie le 13 octobre 2008; appuie la décision de donner une dimension parlementaire forte à l' Union pour la Méditerranée, renforçant ainsi sa légitimité démocratique, en s'appuyant sur l'APEM, qui devrait être encore renforcée et dont les travaux devraient être mieux coordonnés avec ceux des autres institutions du partenariat, en envisageant la possibilité de lui attribuer la personnalité juridique, le droit de proposition et d'évaluation des stratégies d'intégration économique et territoriale et des projets et la possibilité de soumettre des recommandations à la réunion des ministres des affaires étrangères; attend que cette reconnaissance institutionnelle de l'APEM se traduise également par sa participation en tant qu´observateur à toutes les réunions de l´exécutif, aux réunions des chefs d´État et de gouvernement, aux réunions des ministres ainsi qu'aux réunions préparatoires des hauts fonctionnaires;

The Commission proposes, as an overall objective for participation, that measures to encourage young people to be active citizens should be instituted and supported and that their effective participation in democratic life should be reinforced.
Pour ce qui est de la participation, la Commission propose un objectif global: mettre en place et appuyer les actions favorisant l'exercice d'une citoyenneté active des jeunes et renforcer leur participation effective à la vie démocratique.
