Mr. Speaker, with leave of the House and pursuant to Standing Order 32, I would like to table, in both official languages, the Protocol Amending the Convention between the Government of Canada and the Government of the French Republic for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income and on Capital signed on May 2, 1975, as amended by the protocol signed on January 16, 1987, and as further amended by the protocol signed November 30, 1995, signed in Paris on February 2, 2010.
Monsieur le Président, avec la permission de la Chambre et en vertu de l'article 32 du Règlement de la Chambre des communes, je voudrais déposer, dans les deux langues officielles, l'Avenant à la Convention entre le gouvernement du Canada et le gouvernement de la République française tendant à éviter les doubles impositions et à prévenir l'évasion fiscale en matière d'impôts sur le revenu et la fortune signée le 2 mai 1975 et modifiée par l'avenant du 16 janvier 1987, puis par l'avenant du 30 novembre 1995, fait à Paris le 2 février 2010.

Article 41(1) of the Additional Protocol, signed in Brussels on 23 November 1970 and concluded, approved and confirmed on behalf of the Community by Council Regulation (EEC) No 2760/72 of 19 December 1972 concluding the additional protocol and the financial protocol signed on 23 November 1970 and annexed to the Agreement establishing an Association between the European Economic Community and Turkey and relating to the measures to be taken for their implementation must be interpreted as meaning that the ‘standstill’ clause set out in that provision precludes a measure of national law, introduced after the entry into force of that additional protocol in the Member State concerned, which imposes on spouses of Turkish nationals residing in that Member State, who wish to enter the territory of that State for the purposes of family reunification, the condition that they demonstrate beforehand that they have acquired basic knowledge of the official language of that Member State.

Whereas Article 7 of Annex 6 to the Additional Protocol signed in Brussels on 23 November 1970, amended by the Agreement in the form of an exchange of letters, signed in Brussels on 23 November 1973, makes provision for special treatment to be accorded to imports of olive oil falling within subheading No 15.07 A II of the Common Customs Tariff, obtained entirely in Turkey and transported directly from that country into the Community; whereas, before that treatment can be accorded, rules for its application must be adopted ;
