Notes that competence for EU-Canada relations resides at the federal level alone, but, since the Canadian provinces and territories are responsible for implementing the treaty obligations that fall within their jurisdiction, considers essential, and welcomes, their participation in the CETA negotiations and encourages the provinces and territories to synchronise policies and procedures to allow potential gains to be maximised; considers that a successful negotiation should include explicit commitments from provincial and territorial governments;

I don't see any interpretation of the statute that forces a province to participate ever, or that ever makes a province liable to pay a judgment if it hasn't voluntarily participated and it hasn't voluntarily said it wanted to be bound by the judgment.

14.4 Where a government of a province has, at least 12 months before the beginning of a loan year, notified the Minister in writing that it does not wish, or no longer wishes, to participate in the plan established by sections 14.1 to 14.3, the Minister shall pay to the province, not later than six months after the end of the loan year, and each following loan year in which it does not participate in the plan, the amount that the Minister would have paid to students in the province for the loan year if the province had participated in the plan.

E. whereas the EU should do more to bring about a drastic reduction in opium production (by participating in the Counter-Narcotics Trust Fund and the Good Performance Fund) since – according to the UNODC's Afghanistan 2007 Annual Opium Poppy Survey – Afghanistan's opium production has now reached a frightening new level, twice the amount produced just two years ago; whereas Afghanistan has practically become the exclusive supplier of the world's deadliest drug, with 93% of the global opiates market, although it has to be noted that the number of opium-free provinces has more than doubled, from 6 in 2006 to 13 in 2007 due to successful schemes supporting alternative livelihoods and also expanded security in the north, as well as an effective awareness-raising programme including a system of rewards for good performers, and that 50% of the whole Afghan opium crop comes from the single province of Helmand,
